„, <br /> i • <br /> RESOLUTION LAE <br /> A RESOLUTION OF THE TOWN OF LOS ALTOS HILLS <br /> WHEREAS the City Council of the Town of Los Altos Hills, <br /> by resolution adopted February 4, 1957, following a preliminary <br /> study of factors involved in locating the so-called Freeway <br /> route, determined that in the interest of all persons concerned <br /> the best and the logical place for a freeway would be along <br /> the right of way of the Southern Pacific Railroad in the gen- <br /> eral vicinity of the Town's eastern boundary, and <br /> WHEREAS the Division of Highways has since February 49 <br /> 1957, set forth a projection of possible alternative routes <br /> in the vicinity of Los Altos Hills, a combination of which <br /> approximate the route for which the Council expressed preference <br /> on February 4, and <br /> WHEREAS engineers and other officials of the Division <br /> of Highways have conducted public hearings on the proposed <br /> routes in this neighborhood, one of them in Los Altos Hills, <br /> and have explained and analyzed the comparative advantages <br /> and disadvantages of the alternative routes, and <br /> WHEREAS the City Council of the Town of Los Altos Hills <br /> has studied the information available to it concerning the <br /> location of the freeway, and has provided for the study of the <br /> problem by the Planning Commission, the Road Commission, and <br /> the Freeway Committee composed of both citizens of the community <br /> and officials of the city, and <br /> WHEREAS the study by these agencies of the Town has taken <br /> into careful consideration the data provided by the Division <br /> of Highways through the public hearings and by other means, and <br /> WHEREAS the City Council has also held public meetings <br /> and has had opportunity to hear and estimate the views of the <br /> citizens of the Town, and has also been provided with a poll <br /> of the views of the Los Altos Hills Association, which has <br /> conducted a separate study thereon, and <br /> WHEREAS the conclusions of the Council, Planning Commis- <br /> sion, Road Commission, and Freeway Committee of the Town of <br /> Los Altos Hills, as well as a preponderance of expression from <br /> of Los .Altos Hills indicate clearly <br /> citizens of the Town <br /> that the obvious and sensible route for the Serra Freeway <br /> through the vicinity of Los Altos Hills should be along the <br /> Southern Pacific right of way, for the following reasons among <br /> others : <br /> 1. This route, falling between Los Altos and Los Altos <br /> Hills , does not cut off. a major portion of either <br /> community, and would lead to a minimum of disruption; <br /> 2. This proposed route is best from a fundamental <br /> p1 nning standpoint, since land use along the railroad <br /> has long been determined by the existence of the <br /> railroad; moreover, this route has long been <br /> designated for a major highway by the Planning Com- <br /> mission of Santa Clara County; <br /> 3. The proposed route has marked advantages from a <br /> traffic standpoint, as has been demonstrated by the <br /> Division of Highways. Any route farther west , and <br /> thus farther removed from the centers of population, <br /> would require a heavy burden for the construction <br /> and maintenance of connecting roads which are <br /> streets of the Town of Los Altos Hills, and for the <br /> development of which the Town does not now have nor <br /> contemplate having adequate resources in the <br /> f.orseeable future, and <br />
