(d) The Zoning Administrator, or designee, may, if <br /> the permittee presents satisfactory evidence of unusual <br /> difficulties relative to the permit or variance, grant a <br /> reasonable extension of time if a request is made before <br /> the expiration date of the permit or variance. The City <br /> Council may grant a reasonable extension of time if a <br /> written application is made after the expiration date of <br /> the' permit .or variance; provided, however, that the City <br /> Council's decision shall only be made after a noticed <br /> public hearing in accordance with Section 10-1. 1105. <br /> SECTION 3. SEVERABILITY. <br /> If any part of this ordinance is held to be invalid or in- <br /> applicable to any situation by a court of competent jurisdiction, <br /> II <br /> such decision shall not affect the validity of the remaining <br /> portions of this ordinance or the applicability of this ordinance <br /> to other situations. <br /> SECTION 4.
