Collection of recyclables shall be made at every <br /> household or other occupancy at least bi-weekly, on the <br /> same day as the collection of garbage. The contents of <br /> all containers shall be transferred by the scavenger <br /> into a vehicle provided by the scavenger and approved <br /> by the Health Officer or other designated official, as <br /> being a satisfactory vehicle for such purpose. The <br /> scavenger shall avoid spilling any of the contents of <br /> the containers on stairs, yards, streets, and alley- <br /> ways. <br /> SECTION 5. SEVERABILITY. If any part of this ordinance is <br /> held to be invalid or inapplicable to any situation by a court of <br /> competent jurisdiction, 'such decision shall not affect the <br /> validity of the remaining portions of this ordinance or the <br /> applicability of this ordinance to other situations. <br /> SECTION 6. EFFECTIVE DATE. The Council declares that <br /> adoption of this ordinance is necessary as an emergency measure <br /> to protect the public health and safety and shall be effective <br /> immediately upon its adoption. <br /> This ordinance was passed at a regular meeting of the <br /> Council of the Town of Los Altos Hills on June 20, 1990, on a <br /> four-fifths vote of all council members present at that meeting, <br /> as follows: <br /> INTRODUCED AND PASSED: June 20, 1990 <br /> AYES: .
