In addition, at the discretion of the Zoning Administrator, <br /> any lot significantly constrained by a human habitation <br /> setback or non-human habitation zone shall require a <br /> conditional development permit from the Planning Commission <br /> or other Council-designated authority. <br /> SECTION 2. EFFECTIVE DATE. This ordinance shall be <br /> effective immediately upon passage and shall be of no further <br /> force and effect after forty-five (45) days of the date of its <br /> adoption, unless extended by the City Council for ten (10) months <br /> and fifteen (15) days pursuant to Government Code Section <br /> 65858 (a) , unless sooner repealed by the City Council. <br /> SECTION 3. REPORT.
