ORDINANCE NO. 354 <br /> AN ORDINANCE OF <br /> THE CITY COUNCIL OF <br /> THE TOWN OF LOS ALTOS HILLS <br /> ADDING ARTICLE 14 (TRANSPORTATION <br /> DEMAND MANAGEMENT PROGRAMS) TO <br /> TITLE 4 (PUBLIC SAFETY) , CHAPTER 3 (TRAFFIC) <br /> WHEREAS, in order to comply with the Santa Clara County <br /> Congestion Management Program the Town of Los Altos Hills must <br /> adopt an ordinance establishing requirements for transportation <br /> demand management by employers; <br /> NOW, THEREFORE, the City Council of the Town of Los Altos Hills <br /> DOES ORDAIN as follows; <br /> SECTION 1. Amendment of Code. Chapter 3 (Traffic) of <br /> Title 4 (Public Safety) of the Los Altos Hills Municipal Code is <br /> hereby amended by adding Article 14 thereto, to read as follows: <br /> Article 14. Transportation Demand Management <br /> Sec. 4-3.1401 Purpose. <br /> The purpose of this chapter is to promote the <br /> development of Transportation Demand Management ("TDM") <br /> programs at employer work sites with one hundred or more <br /> employees during the morning peak traffic period in order to <br /> reduce traffic impacts and improve air quality within the <br /> city. In order to accomplish that purpose, this chapter <br /> establishes certain reporting requirements to enable the <br /> city to evaluate the effectiveness of existing TDM Programs <br /> and to chart progress citywide toward achieving the average <br /> vehicle ridership goals established in Section 4-3. 1403. It <br /> is also the purpose of this chapter to require certain <br /> employers to designate specified individuals to ensure the <br /> proper coordination of such reporting and implementation of <br /> TDM Programs. <br /> Sec. 4-3.1402 Definitions. <br /> For the purpose of this Article 14, the following words <br /> and phrases are defined and shall be construed as set forth <br /> in this section. <br /> (a) "Average Vehicle Ridership" (AVR) means the total <br /> number of employees assigned to a work site between 6: 00 <br /> a.m. and 9:00 a.m. Monday through Friday divided by the <br /> number of vehicles they drive from home to work. Credit may <br /> be given for employee work trips eliminated during a <br /> biweekly period due to the use of compressed work weeks or <br /> telecommuting. <br /> (b) "Carpool" means a motor vehicle occupied by two or <br /> more employees traveling together. <br />
