Exhibit A <br /> TOWN OF LOS ALTOS HILLS <br /> UTILITY ENGINEERING MANAGER <br /> JOB CLASS SPECIFICATIONS <br /> DEFINITION AND DISTINGUISHING CHARACTERISTICS <br /> The Utility Engineering Manager is a management position primarily responsible for overseeing <br /> engineering and staff assignments regarding project and construction management of various <br /> projects related to the sanitary sewer system utility. An incumbent in this classification performs <br /> basic and advanced engineering assignments on a wide range of sewer utility projects; exercises <br /> independent judgment and discretion; will manage, control, direct and provide leadership and <br /> supervision to professional,technical, and/or other employees of the Town, consultants, and <br /> contractors; and formulates administrative policies for the effective use of assigned personnel. As <br /> a Town management employee, this is an "at-will" position. This position reports to the City <br /> Manager. <br /> Appointment to this level requires considerable knowledge and experience in wastewater <br /> engineering, management, and services. Additionally, knowledge of storm water, solid waste, <br /> utility system design, engineering and construction are required. Positions in this class must have <br /> excellent written and verbal communication skills as evidenced by the ability to competently prepare <br /> written staff reports and recommendations for more complex engineering projects and to then effectively <br /> present such information at public meetings. The Utility Engineering Manager may serve as the Acting <br /> Public Works Director/City Engineer in the director's absence. This class is RSA-exempt. <br /> EXAMPLES OF DUTIES <br /> Duties may include,but are not limited to, the following: <br /> • Oversee management and operations of the Town's sanitary sewer system and NPDES <br /> storm water permit requirements. <br /> • Perform professional and technical engineering work relative to assigned area of <br /> responsibility. <br /> • Manage construction for small and large Capital Projects. <br /> • Attend and present in the City Council and Committee meetings as required. <br /> • In charge of development and oversight of Request for Proposals (RFPs) and Requests for <br /> Qualifications (RFQs). <br /> • Understand Municipal Budget system for special and designated funds. Develop all <br /> wastewater, storm water, and other related CIPs and operational budget. <br /> Resolution 53-I8 Page 2 <br />
