Public Works Director/City Engineer Henry Louie advised Council that his engineering <br /> department had developed two maps; one with contour lines and one without. Council <br /> • thanked Louie for his efforts. <br /> 6. NEW BUSINESS <br /> 6.1 Selection of Voting Delegate—League of California Cities Annual <br /> Conference-October, 2005 <br /> MOTION SECONDED AND CARRIED: Moved by Warshawsky, seconded by Jones <br /> and passed unanimously to besignate Mayor Kerr as the Voting Delegate for the Town of <br /> Los Altos Hills at the 2005 League of California Cities 2005 Annual Conference. <br /> 6.2 Consideration of Request for Proposal and Letter from Mayor Regarding the <br /> Study of Defined Contribution Retirement Plan and Retiree Health Benefits <br /> Council had before them a staff report, draft letter from the Mayor and draft Request for <br /> Proposal for a compensation study. <br /> Councilmember Mordo reviewed with Council the RFP's scope of work outlined in the <br /> staff report, offering that these were the key issues he wished addressed in the review. He <br /> explained that this was not a traditional study of benefits but a look at emerging trends in <br /> employee benefits in California and throughout the United States and the findings would <br /> help to evaluate if the Town should consider restructuring employee benefits. Mordo <br /> • offered that by joining with other government entities that most likely have similar issues, <br /> the cost for the study would be lower. He noted that the Finance and Investment <br /> Committee was supportive of sending the letter to neighboring cities asking them to join <br /> in the study. <br /> Y <br /> Council discussion ensued. Councilmember Jones suggested that a preliminary step <br /> might be to work with the League of California Cities to investigate the number of Towns <br /> that have changed from fixed to portable contribution benefit plans. City Manager <br /> Cassingham explained that she was serving on the League of California Cities Statewide <br /> Task Force Executive Committee that was currently studying the issues surrounding <br /> employee benefits. Cassingham explained CalPERS contract parameters to Council, <br /> noting that each city that participates in PERS defines their own contract. She noted that <br /> pension funds were fully funded. <br /> Administrative Services Director Sarah Joiner offered that for a membership fee of <br /> $3500, the Town could join the Bay Area Employee Relations Service and would be able <br /> to garner reports on salaries, benefits and position descriptions. The service has a <br /> membership of fifty agencies. <br /> Council concurred that this would be beneficial and a good tool for gathering <br /> information. Councilmember Mordo explained that in addition to this more traditional <br /> benefit information, he was interested in emerging practices.
