Mattas reviewed with Council the actions that the Palo Alto City Council would be <br /> required to take if they were to agree to reopen the comment period on the Environmental <br /> • Impact Report. <br /> Councilmember Jones commented on the efforts of Woodside, Portola Valley and Los <br /> Altos Hills to retain their rural character with the only nearby industrial development <br /> located on the Stanford lands. The recent events have clearly indicated that regional <br /> planning for the site is required and that the Town should be included in the discussions. <br /> Jones concurred that the Public Hearing Notice was inadequate and suggested that he <br /> would like to request the Palo Alto City Council reopen the comment period for the EIR <br /> consistent with CEQA requirements and that the Town be included any further planning <br /> for the area. <br /> Mayor O'Malley commented that the proposal by Palo Alto to place traffic lights on <br /> Arastradero Road had galvanized the Town's residents. He suggested that it was <br /> important for Council to acknowledge to Palo Alto that the Town was opposed to the <br /> signal lights and would like to be involved with any future planning in the areas. <br /> O'Malley offered to contact Mayor Burch to express the Town's concerns with the signal <br /> lights and convey the results of the City Council meeting. <br /> Council briefly discussed the option of scheduling a Special Meeting for the purpose of a <br /> Closed Session or adding a Closed Session to tonight's meeting agenda. City Attorney <br /> Steve Mattas explained the criteria for adding a Closed Session to tonight's meeting <br /> agenda and advised Council that he would recommend scheduling a Special Meeting. <br /> • Mattas explained the procedure that would be required for Palo Alto, in response to a <br /> request from the Los Altos Hills City Council, to reopen the public comment period of <br /> the Environmental Documents. He noted that Mr. Emslie had clarified on the record that <br /> the Palo Alto City Council had completed the first stage of the approvals and would be <br /> adopting the Development Agreement Ordinance at their next meeting following its first <br /> reading at the previous Council meeting. Mattas explained that because Palo Alto had <br /> already voted to certify the EIR, Council would request them to reopen the comment <br /> period and to reconsider their vote to certify the documents. <br /> MOTION SECONDED AND CARRIED: Moved by Jones, seconded by Warshawsky <br /> and passed by the following roll call vote to respectfully request the City Council of Palo <br /> Alto, due to the insufficient and ineffective notice to Los Altos Hills City government and <br /> residents, reconsider the certification of the EIR for the Mayfield Development <br /> Agreement and grant an extension of the public comment period <br /> AYES: Mayor O'Malley, Mayor Pro Tem Kerr, Councilmember Jones, <br /> Councilmember Mordo and Councilmember Warshawsky <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> • <br /> 8 <br /> City Council Meeting Minutes <br /> May 19,2005 <br />
