TOWN OF LOS ALTOS HILLS May 4, 2006 <br /> Staff Report to the Planning Commission <br /> RE: SITE DEVELOPMENT PERMIT FOR A NEW 9,906 SQUARE FOOT TWO <br /> STORY RESIDENCE, DRIVEWAY, AND A GRADING POLICY EXCEPTION <br /> TO ALLOW A PORTION OF THE FINISHED FLOOR TO BE SIX AND A <br /> HALF FEET ABOVE EXISTING GRADE; LANDS OF ASKARI; 27861 <br /> NATOMA ROAD; FILE#160-05-ZP-SD-GD. <br /> FROM: Brian Froelich, Assistant Planner <br /> APPROVED BY: Carl Cahill, Acting City Manager/Planning Director CC <br /> RECOMMENDATION That the Planning Commission: <br /> Approve the requested Site Development Permit and Grading Policy Exception for the <br /> new residence, subject to the conditions and findings of approval in Attachments 1 and 2. <br /> BACKGROUND <br /> The subject 2.95 acre parcel is located on the west side of Natoma Road, northwest of the <br /> Natoma Road and Black Mountain Road intersection. The irregularly shaped property <br /> has a frontage along Natoma Road of nearly 900 feet. The project requires dedication of <br /> approximately 0.75 acres to the Town for the Natoma Road right of way. The net acreage <br /> of the property(for development purposes) is 2.222 acres. <br /> Topographic features on the property include an upper tributary of Matadero Creek and a <br /> natural swale. The site also contains heritage oak trees and a row of mature eucalyptus <br /> trees along the Natoma Road frontage. <br /> The existing residence was built in 1953 and would be demolished. The existing <br /> vehicular access is a rocked, circular driveway that will be removed. The building site is <br /> down slope from the right of way and with the existing vegetation is not highly visible <br /> from the road or surrounding properties. <br /> CODE REQUIREMENTS <br /> This application is not eligible for the Fast-Track process under section 10- <br /> 2.1305.1(a)(3), because the applicant requests a Grading Policy Exception. Specifically, <br /> the applicant proposes a finished floor that is six and a half (6.5) feet above existing <br /> grade. The raised floor area covers approximately 200 square foot of the building <br /> footprint. The remainder of the building complies. The Grading Policy allows finished <br /> floors to be up to three (3) feet above existing grade to assure that structures step with the <br /> slope. Per the Grading Policy (attached) the Planning Commission has discretion to allow <br /> Grading Policy Exceptions on individual projects. <br />
