RESOLUTION 16-23 <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE TOWN OF LOS ALTOS HILLS AUTHORIZING THE CITY MANAGER TO <br />ENTER INTO A CONSTRUCTION AGREEMENT WITH EXPRESS PLUMBING, INC. <br />FOR EMERGENCY SEWER MAIN REPAIR/REPLACEMENT AT ADOBE CREEK <br />FOR A TOTAL AMOUNT NOT TO EXCEED $85,000 INCLUDING CONTINGENCY <br />WHEREAS, on January 31, 2023, the Public Works crew responded to a sanitary sewer overflow <br />from a sewer manhole located near Adobe Creels south of Mood Road where Old Snakey Road <br />intersects; and <br />WHEREAS, temporary bypass pump system was installed to stop the sewer overflow; and <br />WHEREAS, staff contacted three sewer contractors to assess damages and solicit proposals for <br />emergency repair work, which involves replacement of approximately 110 feet of 6 -inch cast iron <br />pipe that crosses Adobe Creels; and <br />WHEREAS, staff examined and considered the proposals and recommends contracting with <br />Express Plumbing, Inc. for the repair/replacement work for a proposal amount of $65,000; and <br />WHEREAS, staff recommends that funds of $20,000 be made available for construction <br />contingency; and <br />WHEREAS, the replacement of approximately 110 feet of the sewer main pipe constitutes as a <br />capital improvement project (CIP); and <br />WHEREAS, the FY2023-2027 Five Year Capital Improvement Plan approved by City Council <br />on June 16, 2022, has sufficient funds in the Annual Sewer Project; and <br />WHEREAS, contracting for emergency worts without a competitive bidding process is allowed <br />per Public Contract Code Section 22050. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills <br />that; <br />1. The City Manager is hereby authorized to enter into a construction agreement with Express <br />Plumbing, Inc. for the emergency sewer main repair/replacement worts at Adobe Creels for <br />$65,000; and <br />2. The City Manager is hereby authorized to approve potential contract change orders in an <br />amount not to exceed $20,000. <br />Resolution 16-23 Page I <br />
