2 <br /> City Council Special Meeting Minutes <br /> January 10, 2022 <br /> <br />Dru Anderson, Co-Chair of the Emergency Communications Committee, presented <br />the annual report of the committee. She stated the accomplishments and goals of the <br />committee including enhanced preparation, and coordination through drills and <br />coordinated cross-agency volunteer training. She requested some active participation <br />from the council and staff to work with the committee. The council asked questions and <br />received responses. No action was taken. <br /> <br />Vijay Chawla, Chair of the Environmental Design and Protection Committee, <br />presented the annual report of the committee. She said that they plan to continue working <br />to update existing policies and ordinances regarding fences, trees, lighting, and water <br />conservation. The council asked questions and received responses. No action was taken <br /> <br />Robert Elson, Chair of the Pathways Committee, presented the annual report of the <br />committee. He stated that the work plan for 2022, is looking to present the Council with <br />ideas to address impact fees and costs and the help install a quality control process for <br />updates to the map and keep the GIS layers up to date. The council asked questions and <br />received responses. No action was taken. <br /> <br />Vrinda Bhandarkar, Chair of the Environmental Initiatives Committee, presented <br />the annual report of the committee. She said that the work plan for 2022 is to implement <br />the climate action plan and work on community measures, including the permitting <br />process, programs to eliminate natural gas use in buildings by 2045, and educational <br />seminars by working collaboratively with the Community Relations Committee. <br />Additionally they would like to update the GHG inventories and lead a strategic plan for <br />water conservation for Town residents. The council asked questions and received <br />responses. No action was taken. <br /> <br />Ying Liu, Member of the Parks and Recreation Committee presented the annual <br />report of the committee. The Committee's goals for 2022 include working on the <br />feasibility of a community park and center, a legacy giving program, transforming Edith <br />Park, and continued work on Prop 68 funding. The council asked questions and received <br />responses. No action was taken. <br /> <br />Sally Wood, Chair of the History Committee presented the annual report of the <br />committee. The committee's goals for 2022 are to increase the collection and improve <br />access to historical artifacts, both physical and electronic. They also want to continue <br />their presentations on historical interest and the organization of historic walks. Also <br />identify, update and create historical markers and plaques in town and catalogue <br />them. The council asked questions and received responses. No action was taken <br /> <br />The Council recessed at 5:42 p.m. <br />The meeting reconvened to open session at 5:53 p.m. <br /> <br />Rajiv Bhateja on behalf of the proposed Technology Committee presented a <br />report. He said if the committee is approved, the goals are to work on the ALPR
