The City Attorney had been in discussion with the residents <br /> regarding cost sharing options for the project. <br /> COUNCIL INITIATED ITEMS <br /> 15. Consideration of Formation of New Standing Committee Charged with Water <br /> Conservation-Mayor Mordo <br /> Mayor Mordo introduced the item to Council. He summarized his reasons for supporting <br /> the creation of a new Standing Committee. Mordo noted that the Environmental <br /> Initiatives Committee (EIC) had a very committed and active membership that was <br /> devoted to environmental issues. However, their primary focus has been directed towards <br /> energy issues and given the current water issues confronting the Town, including state <br /> mandated AB 1881, he believed it would be appropriate to form a new Standing <br /> Committee chartered with water conservation. Mayor Mordo introduced Planning <br /> Commissioner and EIC member John Harpootlian who had prepared a PowerPoint <br /> presentation to summarize water conservation needs. <br /> John Harpootlian provided an overview of his recent efforts to address water <br /> conservation. As a member of the EIC, he had formed a subcommittee to review water <br /> conservation related issues. Members of the Standing EIC, Environmental Design and <br /> Protection Committee (EDP), and the Open Space Committee (OSC) had participated in <br /> the subcommittee's meetings. Additionally, the Purissima Hills Water District and <br /> • California Water Service Company were extended invitations to the meetings. <br /> Harpootlian proceeded with a PowerPoint Presentation that included recent news items <br /> on current forecasts for a drought and minimal rainfall this year; key components of AB <br /> 1881 (Water Conservation in Landscaping Act 2006); a graph of Los Altos Hill <br /> residential per capita water consumption that identified the Town as the #1 user of water <br /> in the region; graph of Purissima Hills Water District seasonal water use; and, possible <br /> effects of mandatory cutbacks in water allocation for the Town. <br /> Harpootlian offered that this was the appropriate time for Council to form a Committee <br /> whose responsibility would be limited to the critical issue of water conservation. He <br /> proposed the development of effective programs to implement Town water conservation <br /> goals and support the Town's response to AB 1881. <br /> Council Discussion: <br /> Council consensus was to move forward with the formation of the Water Conservation <br /> Committee charged with advising Council on water issues. It was recommended that <br /> representatives of the OSC, EIC and EDP be included in the membership and the Water <br /> Districts be invited to participate. <br /> Staff was directed to return the Resolution "Establishing Standing Committees..." with <br /> amendments to include the new committee and its charges for the Council's review at the <br /> next regularly scheduled meeting. <br /> 11 City Council Regular Meeting Minutes <br /> February 12,2009 <br />
