Councilmember Mordo asked for an investigation of the issue of vehicular access on the <br /> panhandle for the next hearing. <br /> • Planning Director Pedro responded that the issue would come back to the Council on <br /> October 22. <br /> 9. Consideration of Appropriations for Citizens' Option for Public Safety <br /> Fund(COPS) (Staff.N. Pegueros) <br /> Finance Director Nick Pegueros recommended that the Council adopt the resolution <br /> approving appropriations for the Citizens' Option for Public Safety (COPS) Fund for <br /> fiscal year 2009-10. <br /> OPENED PUBLIC HEARING <br /> There were no comments from the public. <br /> CLOSED PUBLIC HEARING <br /> MOTION SECONDED AND CARRIED: Moved by Kerr, seconded by Mordo and <br /> passed unanimously to approve the recommendation to adopt the resolution approving <br /> appropriations for the Citizens' Option for Public Safety (COPS) Fund for fiscal year <br /> 2009-10, with the exception that $10,000 of the COPS money be allocated to the <br /> Westwind Barn budget to be spent on the Sheriff's Substation. Resolution No. 54-09 <br /> Finance Director Pegueros suggested that the $10,000 be taken from Site improvements <br /> and Hazard abatement. <br /> UNFINISHED BUSINESS <br /> 10. Town Goal <br /> • Discussion of Potential Annexation of Hidden Villa <br /> Mayor Warshawsky reported that he and Planning Director Pedro met with the Hidden <br /> Villa Board earlier in the day to discuss the benefits of the annexation and focused on <br /> County lands, sphere of influence, Hidden Villa's values and principles, open space, and <br /> closer ties. The Hidden Villa Board will meet and get back to the Town. <br /> Planning Director Debbie Pedro anticipated the annexation process would take eight to <br /> twelve months. <br /> 11. Consideration of Award of Community Service Agency Grant Funding for <br /> Fiscal Year 2010 (Staff.N.
