campuses were used for the Bullis-Purissima project. Justus discussed future <br /> improvements for the campus that included additional classrooms that would be <br /> constructed as required by enrollment. <br /> Justus reviewed the improvement options for the playing fields at the Bullis site. The <br /> original plan had called for minor revitalization of the lower field with any additional <br /> improvements including improvements to the upper field scheduled for the Phase II- <br /> future modernization. Following contact from a local soccer club that proposed <br /> participating in funding major improvements to the fields, discussions were broached <br /> with the Town. Justus noted that the District was very flexible in the kind of fields that <br /> could be provided at the site but if any expansion of the playing fields was planned, the <br /> District would need financial participation from the Town and Soccer Club. <br /> Lisa Gelfand, Gelfand & Associates, reviewed the field improvement proposals that <br /> included: a conceptual design for a soccer field built to NCAA specifications and a <br /> smaller field. She summarized the current problems with the area that would have to be <br /> addressed if improvements were made to the upper field that included the installation of <br /> retaining walls and drainage issues. If an artificial field turf was used for the playing <br /> fields, the architects proposed a drainage system to be built under the field and water <br /> retention tank to slow down water runoff from the field to prevent any overload on the <br /> storm water system. Gelfand offered that any field improvements would be consistent <br /> with the use of the campus. <br /> • Ms. Gelfand summarized the construction timeline for the Bullis School project. <br /> Construction is slated to begin in June 2007 with a"move-in" target of school year 2008. <br /> Drawings for site improvements were scheduled for submission to the Department of the <br /> State Architect for review at the end of the month and bidding for the project is scheduled <br /> for Spring '07. The field improvement schedule is not consistent with the construction <br /> schedule and could be managed separately. The project architect reviewed the field <br /> project budget including hard and soft costs with a total estimated cost of $2,067,120. <br /> Hard costs included an escalation at 8% for any unforeseen costs. <br /> Council questioned why there were currently no sports programs scheduled on the Bullis <br /> Fields. It was noted that there was no emergency vehicle access to the site which was an <br /> expectation for any organized sport program. <br /> Mayor Pro Tem Jones commented that currently, a key goal for the City Council was the <br /> expansion of recreational facilities for the Town and regionally. The questions to be <br /> resolved regarding the Bullis field project would be artificial turf vs. natural and one or <br /> two level of fields. He queried Superintendent Justus on whether the school district had a <br /> preference and what had been budgeted. Justus stated that they were open to any <br /> proposal for the fields. He reiterated that the District's original plan was to simply <br /> refurbish the field. Lisa Gelfand, project architect, noted that a field refurbishment would <br /> cost approximately $500,000 and would be budgeted in Phase Il of the project. <br /> Improvements would be made to all elementary school fields at that time.
