111, <br /> RESOLUTION NO. 103-02 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS TO <br /> AMEND THE GENERAL PLAN PATHWAY ELEMENT MASTER PATH PLAN BY <br /> DELETING AND ADDING CERTAIN OFF-ROAD PATHWAY ROUTES AND ADDING <br /> CERTAIN ROADSIDE PATHWAY ROUTES TOWNWIDE. <br /> WHEREAS, the City Council of the Town of Los Altos Hills ("Town") has <br /> reviewed a proposed amendment to the General Plan Master Path Plan as prepared by <br /> the Pathway Committee; and <br /> WHEREAS, the Planning Commission considered the proposed amendment on <br /> September 26, 2002 and recommends to the City Council that it approve the <br /> amendment to the General Plan 'Master Path Plan"; and <br /> WHEREAS, certain designated "Class 2" off-road paths (defined in the General <br /> Plan Pathway Element as an off-road path easement where no path has been <br /> maintained or constructed and not open for public use) and "Class 3" off-road paths <br /> (defined in the General Plan Pathway Element as a future pathway with no existing path <br /> easement, no path constructed or maintained and not open for public use) are proposed <br /> for deletion from the Master Path Plan (see attached Exhibit A) and are not consistent <br /> with the general purposes established for off-road paths as set forth in the1996 General <br /> s ed o <br /> Plan Pathway Element in that: 1. The off-road paths do not provide necessary <br /> connections to nearby schools, 2. The off-road paths do not provide necessary <br /> connections to public open space, 3. The off-road paths do not provide necessary <br /> connections between cul-de-sacs or adjacent neighborhoods; and <br /> WHEREAS, certain designated "Class 2" off-road paths and "Class 3" off-road <br /> paths are proposed for deletion and are located on steep terrain that is not safe and <br /> convenient to traverse and does not conform to the Town's Municipal Code Section 10- <br /> 2.606 which states that pathway easements "shall not be located on terrain that cannot <br /> be safely or conveniently traversed by pedestrians or equestrians;" and <br /> WHEREAS, certain designated "Class 3" off-road paths are proposed to be <br /> added to the map (see attached Exhibit A) and will provide recreational opportunities on <br /> Town owned open space or emergency access connections as identified in the Town <br /> Circulation Element, Figure C-4, or connect adjacent neighborhoods; and <br /> WHEREAS, All existing designated "Class 1" off-road paths (defined in the <br /> General Plan Pathway Element as a off-road path with an easement, maintained by the <br /> Town and open for public use) and roadside paths will continue to be maintained by the <br /> Town and are not proposed to be closed from public use (see attached Exhibit A); and <br /> WHEREAS, Certain designated "Class 1", "Class 2" and "Class 3" off-road paths, <br /> existing and proposed roadside pathways (see attached Exhibit A) will adequately <br /> C:\Documents and Settings\pdowd\Local Settings\Temporary Internet Files\OLK2F1\Reso from CC amending the general plan pathway element.DOC <br /> 1 <br />
