accommodate the current and future pedestrian/ equestrian circulation needs of the <br /> Town in a safe and convenient manner and provide scenicand recreational benefits to <br /> the community; and <br /> WHEREAS, Designated "Class '1 "Class 2", "Class 3" off-road and existing and • <br /> future roadside paths will eventually provide all residents with immediate access <br /> adjacent to or across the street from their residence to a pathway or pathways,for safe <br /> and convenient pedestrian and other non-vehicular travel along Town roads and to <br /> schools and .community facilities, and for 'recreational enjoyment of the natural <br /> amenities of the community and to provide access to and from neighborhoods in the <br /> event of an emergency; and <br /> WHEREAS, Except for connections to regional trail and bikeway networks, as <br /> specifically designated by the Pathway Element, Town paths shall be designed and <br /> intended for local circulation and recreational use; and <br /> WHEREAS, the Initial Study and proposed Mitigated Negative Declaration <br /> prepared for the proposed General Plan Amendment indicate the,proposed project will <br /> not have a significant effect on the environment; and <br /> WHEREAS, The Town Pathway Committee, in accordance with the Pathway <br /> Element of the General Plan, which designates the Committee to be responsible for the <br /> maintenance and development of the Master Path Plan, recommends that the City <br /> Council amend the General Plan Pathway Element Master Path Plan as shown in the <br /> attached Exhibit "A"; and <br /> WHEREAS, the Planning Commission has recommended that the General Plan <br /> Pathway Element Master Path Plan be adopted with specified revisions; and <br /> WHEREAS, in 'accordance with the provisions of law, a properly noticed public. <br /> hearing on the proposed General Plan Amendment has been held; and <br /> WHEREAS, in conducting its deliberations and providing direction with regards to <br /> certain specified areas where certain councilmembers may have a potential conflict of <br /> interest, the City Council bifurcated its consideration of, the areas to allow the <br /> councilmember with a potential conflict of interest to recuse him or herself from that - <br /> portion of the City Council's deliberations and decision; and <br /> WHEREAS, the City Council has determined it is in the public interest to amend <br /> the General Plan; and <br /> WHEREAS, the City Council has determined that the General Plan, as amended, <br /> is internally consistent. <br /> 2 <br />
