The entire General Plan should be <br /> brought to the Council by the end of spring. <br /> Siegel referred to the 1990 census information and asked if there were any <br /> new trends in the Town, such as an increase in the number of seniors, etc. He <br /> further commented that California was not generating enough housing for its <br /> population. However, the law was not taking into account land prices and <br /> therefore secondary dwellings were particularly important. He suggested a <br /> confidential letter to residents asking for information about the number of <br /> secondary dwellings in Town, the rent paid, etc. Siegel also recommended <br /> reducing the amount of maximum development area and maximum floor <br /> area on lots that apply for maximum allowables, so that secondary dwellings <br /> could be included. Another suggestion Siegel made was to charge a fee of <br /> $1.00 per square foot for affordable housing when issuing a building permit. <br /> Hubbard suggested the possibility of in lieu fees or monies from the General <br /> Fund to make a contribution to organizations such as the Habitat for <br /> Humanity. He also suggested excluding the square footage for secondary <br /> dwellings when charging for building permits. Tryon commented that when <br /> the parcel data base was completed it would provide an excellent source of <br /> information on such issues as the number of secondary dwellings in Town, <br /> etc. <br /> Shari Emling, 11853 Murietta Lane, commented that the Voter Registration <br /> List was a good source of information on non-related people living in one <br /> residence. <br /> Dot Schreiner, Planning Commissioner, noted that previously the nuns <br /> residing in the convents in Town had not been included in the numbers and <br /> she did not think this was correct. <br /> Stephen Pahl, Planning Commissioner, referred to the Planning <br /> Commission's schedule on reviewing the General Plan and in particular the <br /> housing element. He referred to the issue of quality of the review and <br /> quantity of the materials and stated that they planned to carefully review <br /> about ten pages a meeting. He also believed that they should use the Housing <br /> Element done in 1988 as the basis and not disregard the work which had <br /> already been done on this subject. Pahl further suggested the concept of Los <br /> Altos and Los Altos Hills supporting Foothill College's need for a residence <br /> hall on campus.
