B. PREPARATION BY CITY COUNCIL OF REBUTTAL TO ARGUMENT IN FAVOR OF <br /> ADOBE CREEK LODGE INITIATIVE (continued) : <br /> It would allow any present or future owner to build and operate <br /> facilities "including but not limited to" the ones listed. It would <br /> be very difficult for the Town to prevent abuse of this broad <br /> language. The Town would not have the right to "require CC&Rs" as <br /> stated in the argument in favor of Measure B. <br /> The process of updating the Town' s General Plan has just begun, with a <br /> 15-member citizen Steering Committee. Measure B would allow a <br /> developer to re-write our General Plan and Zoning Laws for his own <br /> benefit. If the initiative passes, the Town would be required to <br /> identify additional sites for future re-zoning. The Town could never <br /> amend those sections of its General Plan and Zoning Law re-written by <br /> Measure B without further elections. Measure B would create a <br /> mechanism for circumventing the planning processes of the Town, both <br /> now and forever. <br /> The issue of senior housing should not be used to overturn laws the <br /> Town has adopted with public involvement and support. <br /> Vote "No" on Measure B. <br /> C. STATEMENT PRESENTED BY COUNCILMEMBER PLUMMER REGARDING THE APRIL <br /> ELECTION AND THE ISSUE OF CABLE TV: <br /> lir Plummer presented a letter to the Council in which he stated that due <br /> to increasing business commitments , he had decided not to run for a <br /> full Council term in April . In addition, Plummer stated that he <br /> planned to assist in the formation of a group tentatively called <br /> Citizens for Underground Cable TV Access (CUCA) and he also planned to <br /> bring up several proposed actions at the next Council meeting on <br /> February 3 , 1988 concerning cable tv. (A copy of Councilmember <br /> Plummer ' s letter is on file at Town Hall . ) <br /> D.
