K. STAFF REPORTS: <br /> lir <br /> Ruth Buneman, Chairman - Safety Committee, responded to the question <br /> of installing a stop sign. She noted that the Safety Committee had <br /> reviewed this option; however the committee did not feel it was <br /> appropriate to have a stop sign in place all the time when in fact it <br /> would really be there for the school . <br /> MOTION SECONDED AND CARRIED: Moved by Dronkert, seconded by Siegel and <br /> passed unanimously by all members present to perform the path <br /> improvements identified in the City Manager ' s report dated 12/2/87 (on <br /> file at Town Hall ) and to locate the yellow flashing beacons at the <br /> mid-block crosswalk in front of Bullis School . <br /> 2. City Attorney: <br /> a) Report on change of election date to November of <br /> odd numbered years (after the April 1988 election) <br /> The City Attorney reported that to change the election date a cost <br /> analysis would have to be provided and an ordinance prepared which <br /> woud have to be approved by the Board of Supervisors . <br /> MOTION SECONDED AND CARRIED: Moved by Plummer, seconded by Dronkert <br /> and passed unanimously by all members present to direct the City <br /> Attorney to provide an outline of the procedure involved in changing <br /> the election date to November of odd-numbered years and to prepare the <br /> required documents for discussion at the first Council meeting in <br /> March, 1988. <br /> b) Initial Report on Initiative Petition <br /> The City Attorney had prepared a report dated 11/24/87 (on file at <br /> Town Hall ) which noted, in part, that because both the Town' s General <br /> Plan and Zoning Law were required to be in conformity, the proposal to <br /> adopt the text of a new zoning district, namely the Senior Residential <br /> Community District, it would be necessary also to amend the General <br /> Plan and the housing element. The report included an analysis of the <br /> details of the proposed new zoning district and the proposed General <br /> Plan Amendment. <br /> A discussion followed on the full page letter placed in the Town Crier <br /> by Stephen Gaither on the initiative petition. Specifically, <br /> discussion focused on the following sentence: ' The language of the <br /> proposed ordinance has been carefully drafted so that the Town' s one- <br /> acre-minimum zoning is not broken.
