CITY COUNCIL MINUTES - May 1, 1985 <br />E. SPECIAL ORDERS: Item l.c) LANDS OF WHNTZ (continued): <br />MOTION SECOMED APED CARRIED: Moved by Fuhrman, seconded by Dronkert and passed <br />unanimously by all menbers present to approve a Special Lard Use Permit to allow <br />remodeling of the existing residence in excess of fifteen feet based on the <br />Project's conformance with the guidelines for Ordinance #295 as well as <br />Sections 5(b) i -viii and (c) i -iii of Ordinance #292. Council further concurred <br />that any of the new colors sukmitted by Mr. Wentz and on file would be appropriate <br />for the project. <br />PASSED BY SUS: To direct staff to add Mr. Gieseker to the notification list <br />for the landscaping plans for Mr. Wentz' project. <br />d) LANDS OF TOM OF IDS ALTOS HILLS, Fremont Road - Historical Preserve <br />Area (Eschenbrvecher House), request for approval of a special land <br />use permit to allow the relocation of a house in excess of fifteen <br />feet on Town -owned property <br />The Staff Planner referred to her 4/26/85 staff report which noted that the <br />conditional use permit for the historic house had been approved by the Planning <br />Comndssion on 4/24/85, subject to revised conditions of approval and contingent <br />upon approval of a merger of the two lots which c o nprise the Town Hall property. <br />The Staff Planner further noted that staff reoannended approval of the special <br />land use permit based on the project's conformance with the conditions for <br />Ordinance #295. For reference a copy of the City Manager's report dated 4/12/85 <br />on the moving of the Ins Altos Historic Building was with the materials before <br />Council. <br />Edward Barnes, Chairman - Cc=nity Relations Committee, suggested that the basic <br />question concerning the historic house was ex needed the additional <br />space, either now or in the future. Also were the present facilities being <br />efficiently utilized? Mr. Barnes noted that on May 2nd there was a meeting of <br />the Chairmen of the Town's Standing Comnittees scheduled and the subject of the <br />historic house was on the agenda. <br />Marc Kaufman, 14100 Donelson Place, suggested that a public hearing be held <br />specifically on the Issue o the Tuan wanted the house. He further <br />commented that the douse may not be as useable as one would think and it could <br />turn out to be a maintenance nightmare. <br />Ken Pastrof, 13015 hmbleda Road, asked if an Environmental Induct Report or a <br />negativeec aratron was going to be required?; if a residential structure was <br />used as a public structure, did it have to be brought up to building standards? <br />and could the Westwind Barn be restructured to accommodate additional facilities <br />for the Town? <br />Mr. Maurer, 26170 Fremont Iniad and <br />their opposition to the placement of the historic house at Town Hall. The <br />following concerns were mentioned: staff's projected costs for the project are <br />not adequate; the house is an historical momment and should not be used for <br />extra space at Tb n Hall; placement of louse detrimental to property values of <br />surrounding neighbors; possibility of termites in the historic house; security <br />of louse if placed at Town Ball; no wheelchair access to historic house; and <br />possible future misuse of historic house. <br />-4- <br />
