She felt that the Concerned Citizens of Ins Altos Hills were trying <br />to save the Town's zoning and they were not receiving any support from the Council. <br />Allison responded to this aamient by stating that he felt the Council's position <br />was well stated in the ballot arguments. The City Manager responded that the sign <br />issue was an enforcement one and he could discuss this with Mrs. Bertram at a later <br />time. <br />� •as•a •a •,a i � i � �a � r <br />Commissioner Gottlieb reported that on 9/26/85, in addition to the study session, <br />the Commission had discussed one item during a regular meeting. This item was the <br />request for a 40' setback on Bentley Court (Int #6) and the request was denied by <br />the Cocmission. At their meeting on 1019/85, the Commission approved the variance <br />request for Lands of Zappella and sent the proposed antenna ordinance back to staff <br />for additional review. A meeting on this subject was scheduled for 10/17/85 with <br />Planner Nancy Lytle and Commissioner Gottlieb. <br />E. SPECIAL OIMERS: <br />1. Public Hearings: <br />a) LANDS OF LISAC, 13859 Templeton Place, request for a special land use permit <br />` to allow an addition having a height in excess of fifteen feet <br />` The Staff Planner presented her 10/9/85 report which noted that on 8/26/85 an <br />application for a zoning permit to construct additions and deck was submitted and <br />on 9120/85 an application was submitted to convert the existing carport into a <br />garage. Staff recmnended that the Council approve the Special Land Use Permit <br />based on the project's conformance with the guidelines for Ordinance #295. <br />Council discussed the plans before them and expressed concern at the issue of <br />having practically two houses on one lot. Allison questioned why staff had not <br />required a conditional use permit for the garage. Staff noted that the plans <br />were sorew8uat confusing especially since the packet before Council included no <br />floor plans. There were three structures on the property, two of which were non- <br />conforming which predated the incorporation of the Town. The Staff Planner noted <br />that under the existing ordinances, a conditional use permit was not require]. <br />However, if Council 'clearly' thought it was a secondary dwelling, they could require <br />a conditional use permit. <br />MYrION SECONDED AND W=RAM: Moved by Allison, seconded by Fuhrman and withdrawn <br />to continue the public hearing on the Lands of Lisac because of lack of information <br />on the application. <br />Mr. Scott Qumingham, applicant's design coordinator, suggested that Council did <br />have to inn ormation Jout it might need some clarification. He noted that there <br />were actually two separate applications: 1) remodel of the existing kitchen which <br />had been damaged by fire plus an addition which included laundry facilities and the <br />replacerent of an existing deck; and 2) the garage application which included removal <br />�r of the existing three -car carport and replacement with a three -car garage designed in <br />keeping with the style of the house. <br />
