II, Side II, 001-777 <br />Mayor Dxookert called the Special Meeting of the City Council to order at 8:35 a.m. <br />in the Council (clambers at Tuan Hall. <br />A. BULL CALL: <br />Present: Mayor Dronkert and Councilmenbers Allison, FuhrMan and van Tamelen <br />Absent: Councilor Rydell <br />Staff: City Manager George Scarborough, City Engineer Michael Enright, <br />Engineering Technician William Ekern and City Clerk Pat Dowd <br />H. STUDY SESSION CN F104XU POO S -CURVE: <br />The City Engineer explained the draft plans for the Fremont Road S -Curve. These <br />plans called for the widening of Fremont Road from Edith to Campo Vista, installs - <br />tion of bikelpedestrian7eguestrian paths on each side of Frmont, reroval of the <br />eucalyptus trees and installation of retaining walls. <br />Mr. Paul NOWdck, engineer, clarified details of the plans and noted that a possible <br />option was to move -a=o the path to the lower side of Fremont Road. <br />Council discussed. the plans before then and various options available to then to <br />improve the S -Curve situation. Allison commented that he was not convinced the <br />Town was justified in pursuing a project of this magnitude and cost. He further <br />oomented that the suggestion made by Mr. Nowack might be a viable option to solving <br />the problem of getting people around the S -Curve safely. Dronkert strongly urged <br />approval of a soils engineer reporting on the proposed project particularly since <br />the retaining wall accounted for 2/3 of the cost of the project. <br />Stutz, Cllaivman - Pathways Committee, stated that the original intent was not <br />ve a txo-way bike pa Jean Stru ers, Planning Commissioner, urged keeping <br />the uphill path and strongly supporta clear p of inp enetation for the S-curve <br />Project. Carol Gottlieb, Plannv'g Commissioner, commented that several years ago <br />when this project was first discussed, it was her understanding that the retaining <br />wall was going to have to be replaced anyway. Mrs.Leslie ies, 355 Warec Way, <br />Safety Chairman - gallas School, strongly supportedinw vemPnt o Buil <br />representatives in the discussions and decisions regarding the S -Curve Project. Mrs. <br />Marc Kaufman, 19100 Donelson, expressed concerns that if the path were on the lover <br />side of Freoont Rad there would surely be two-way bike traffic (the downhill bikers <br />would use the path instead of the road). Mrs. Kaufman supported the path being on <br />the sane level as the road, the remval of the eucalyptus trees, the installation of <br />` stop signs on Fre ont at Edith, and more patrols by the Sheriff's Department of the <br />01 Freront Road S- carve area particularly during early morning commute traffic hours. <br />
