CITY COUNCIL MLNUTFS - November 2, 1983 <br />( D. SPECIAL REPORTS (continued): <br />4. Comments from the Council: <br />a) Mayor van Tamelen - Consideration of revision to Council agenda order <br />van Tamelen presented a proposed change in agenda format to facilitate important <br />decision making items and to preclude extended waits on the part of the public. <br />Perkins suggested an item labeled 'Special Issues' be placed at the beginning of <br />the meeting at which time miscellaneous items of importance could be <br />for discussion. <br />MOTION SECONDED AND FAILED: Nbved by Perkins, seconded by van Tamelen and failed <br />by the following roll call vote to place an item 'Special Issues' as the first <br />item on the agenda, to be used as needed. <br />AYES: Mayor van Tamelen and Councilman Perkins <br />MORS: Coumcilmembers Allison and Proft <br />MOTION SECONDED APED CARR'®: Moved by Proft, seconded by Allison and passed by <br />the following roll call vote to continue items removed frau the Consent Calendar, <br />specifically minutes and warrants, to unfinished business on the agenda. <br />AYES: Mayor van Tamelen and Councilmenbers Allison and Proft <br />NOES: Councilman Perkins <br />MOTION SECONDED AMO CARRIED: Moved by Perkins, seconded by Proft and passed <br />unanimously by all members present to change the Council agenda as follows: <br />Consent Calendar, Presentations from the Floor, Public Hearings and Ordinances, <br />Unfinished Business (including items removed from the Consent Calendar) , Special <br />Reports, Staff Reports and New Business. <br />b) League of California Cities <br />State Assembly Local Coen. Committee <br />van Tamelen announced that on December 9 in San Jose the %W was sponsoring a <br />seminar on long-term financing. (AMENDED BY COUNCIL 11/16/83) <br />MOTION SECONDED ADID CARRIED: Moved by Allison, seconded by Proft and passed unani- <br />mously by all nx mbers present to approve attendance at the seminar on long-term <br />financing by one Council comber and a member of the Finance Committee. <br />c) Excellence in Public Management Seminar <br />van Tamelen announced for Council's information that a seminar on Excellence in <br />Public Management was scheduled for February 25 at a cost of $25. <br />d) Mayor Pro Tem Allison - Solid Waste Management Authority <br />Allison reported that the management of the JPA had recently made the following <br />recommendations: processed landfill at Byron Canyon and a new access road from <br />280 to Byron Canyon. Allison recommended support of the processed landfill but <br />was opposed to the new access road because of the increased cost, the encourage- <br />ment of development along the road and the environmental impact on Los Altos' <br />residents. <br />-3- <br />
