STAFF - REPORTS, CORRESPONDENCE AM ANNOUNCEMENTS: Item l.a) (continued) <br />Council expressed their thanks and appreciation to Mr Kaufman for his <br />assistance and advice on this matter and further appointed him a Citizen's <br />Participation Committee of one to continue to work with the Town on the <br />issue of c mnunications. <br />MOTION SECONDED AND CARRIED: Moved by McReynolds, seconded by Nystrom and <br />passed unanimously to authorize the City Manager to Proceed with negotiated <br />bids (bidding by more than one qualified vendor) for a Public Works Crumuni- <br />cations System. <br />b) County Joint Powers Agreement <br />MOTION SECONDED AND CARRIED: Moved by Hillestad, seconded by Perkins and passed <br />unanimously to decline to participate in the County Joint Powers Agreement. <br />c) Report on Lands of Meredith, File SA #2-80 <br />In response to a complaint raised at the January 20, 1982 Council meeting <br />reqarding multiple dwelling units on the Lands of Meredith, the City Engineer/ <br />Planner presented to Council the City Manager's report on this matter dated <br />January 29, 1982 which gave a brief historical overview of the Lands of Meredith. <br />in addition the City Engineer/Planner presented an additional report which he <br />had prepared dated February 3, 1982. In this report he described the four <br />buildings in question (three unoccupied and one occupied by a construction <br />worker/guard while remodeling is being completed) and noted that at present <br />the owner was complying with the intent of the Municipal Code and staff would <br />continue to work with the owner. <br />Kenneth Young 14740 Manuella Road, expressed concerns again regarding the <br />timeliness and efficiency on the Part of staff and Council regarding the Lands <br />of Meredith, File SA #2-80. <br />E. SPECIAL ORDERS: <br />1. Public Hearing: <br />a) Request for Tentative Map Approval, LANDS OF TOKHEIM & GREEN, File <br />TM #5-81 <br />NOTION SECONDED AND CARRIED. moved by Nystrom, seconded by Perkins and passed <br />unanimously to adopt the Negative Declaration, LANDS OF TOKEO;IM & GREEN, File <br />TM #5-81 with the following mitigating measure: "All potential impacts on the <br />environment, which are primarily related to surface water runoff, will be <br />mitigated by the inclusion of a storm drain easement and surface water drain - <br />fields in the development of the project." <br />Timothy Sandi.s applicant's engineer, noted that the owners of the property <br />had taken a careful and sensitive approach to the development of their land <br />and had been working on the plans since 1979. The plans now before Council <br />were thought to provide an adequate building site without unduly disrupting the <br />terrain. <br />-3- <br />
