CITY COUNCIL MINUTES - July 7, 1982 <br />C. SPECIAL REPORTS (continued): <br />3. Reports from the Planning CMUission: <br />Commissioner Carico noted that the last Planning Commission meeting had been <br />cancelled; however, the Variance and Permit Coimission had met to consider the <br />Lands of Dannenberg and this matter had been referred to the Council for their <br />consideration. <br />Presentations from the Floor: <br />Irma Goldsmith, President, Historical Society, thanked everyone for their loyal <br />support and for their contributions of time and effort for the picnic held at the <br />Matadero Creek Subdivision on June 19, 1982. Mrs. Goldsmith distributed a book <br />which she had prepared regarding the day's events. <br />Frank Saul, 27977 Via Ventana, expressed concern about a recent article he read <br />which stated the Town was considering the possibility of changing the Town's <br />administration and not hiring a City Manager. In Mr. Saul -Is opinion this would be <br />a mistake - an experienced executive was needed particularly in the area of finances. <br />D. CITY MANAGER'S REPORT: <br />The Acting City Manager reported on the steps that had been taken for providing <br />for terporary financing. He further noted that the possibility of refinancing <br />the Matadero Creek Subdivision was still in a preliminary stage; however, he would <br />4W advise Council of the progress. <br />MOTION SECONDED AMID CARRIED: Moved by Allison, seconded by Hillestad and passed <br />unanimously by all members present to adopt Resolution #1456 providing for the <br />borrowing of funds for fiscal year 1982-83 and the issuance of 1982 tax and <br />revenue anticipation note therefor. <br />E. CITY A'TTORNEY'S REPORT: <br />1. Property at 25691 Chapin Road <br />The City Attorney sum arized a report dated 7/1/82 which had been prepared by <br />the Assistant City Attorney. In this report it was noted that according to <br />several agencies there were violations at the Chapin Road address; however, to <br />date,no one had assumed the responsibility for correcting then. If the Town <br />decided to attempt to solve the problems, authorization would be needed to <br />begin certain legal actions. If the Town decided not to begin these legal <br />steps, the matter would be left up to the neighbors of the property who had <br />previously cauplained of the conditions. <br />Council discussed the pros and cons of getting directly involved in this problem , <br />including the prospect of having the neighbors who were affected pursue legal <br />actions on their awn. Proft particularly expressed concern over the possibility <br />of a court case (time consuming and costly) . <br />Louise Dronkert, 27431 Slack Mountain Road, agreed with Proft and questioned <br />the possible role and responsiblity of the Fire District in a problem such as <br />this. <br />-4- <br />
