CITY COUNCIL MINUTES - March 16, 1981 <br />D. <br />STAFF - REPORTS, CORRESPONDUCE AND ANNDtK0,=S: <br />1. City Manager's Report: <br />The City Manager did not have a report to present to Council. <br />2. City Attorney: <br />The City Attorney presented to Council a � regarding Willianson Act <br />Contract Cancellations for their stiAy. In view of the � laws, Councilman <br />Perkins asked the City Attorney to also review the alternatives to the <br />Williaason Act. <br />E. <br />SPE= ORDERS: <br />1. P�esolution #1341 concerning annexation of certain property, IAH 81-1 <br />La Ima. <br />The City Manager noted that this property was contiguous to Los Altos Hills; <br />it met the requirements for annexation and had been approved by LAFCO. <br />Additionally, IAFOD's resolution of approval did not specify my special <br />terms or conditions for the proposed anne�a tion. <br />MOTION SECONDED AND CARRIED: Moved by Hillestad, seconded by Nystrom and <br />passed unaniwously by all members present to adopt Resolution #1341 approving <br />the annexation of certain uninhabited territory designated as IAH 81-1 annexa- <br />tion to the City of the Town of Ios Altos Hills. <br />2. PD:Iuest for EncroacIment Permit, LAMS OF WIIKINS30N, Tract #2065 <br />The City Manager noted that this request was for a fence and landscaping <br />within the right-of-way of a public street. One of the reasons the applicant <br />had given for requesting this permit was the problem of debris being tossed <br />on the back of his property. <br />Alex Russell, 26618 Ascension Driver addressed the Council on behalf of the <br />applicant. He noted additional reasons why the applicant was making this <br />reqi�t; namely, a fence would help in keeping outside lights frcm shining <br />into his home and would also help keep his dogs on the property. <br />CouncihTembers discussed this item and various points were made. Perkins <br />expressed concern over rights-of-way being transferred to private property; <br />Proft noted that the landscaping might be appropriate but that the fence <br />resulted in less of a feeling of openness. Hillestad, on the other hand, <br />preferred the fence in that it was less permanent and could be taken out <br />at a future time if necessary - the landscaping should be on the applicant's <br />property. <br />MOTION SECONDED AM FAILED: Moved by Perkins , seconded by Nystrom and failed <br />by the following roll call vote to approve encroaclinent penrit, 26343 Esperanza. <br />AYES: Mayor Nystran, Council�an Hillestad <br />NOES: Counci1members Perkins and Proft <br />�4w ABSENr: Councilman McReynolds <br />MOTION SBCDNHED AND CARRIED: Moved by Hillestad, seconded by Nystrcm and passed <br />unanimously by all members present to continue consideration of this item so <br />that the applicant could present his landscaping plans to Council for their review. <br />-2- <br />
