SPECIAL ORDERS: Public Hearing l.a) continued: <br />MXION SECONDED APED CARRIED: Moved by McReynolds, seconded by Nystrom and <br />passed by the following roll call vote to waive further reading of Ordinance #_ <br />AYES: Mayor Proft and Councilmembers McReynolds and Perkins <br />NOES: Councilwoman Hillestad and Councilman Nystrom <br />The City Engineer presented the staff report to Council which included both <br />aspects of the proposed ordinance: building height and development area limita- <br />tion. Specifically, the City Engineer described the amendments or additions <br />concerning: building height, natural ground level, setback lines, building <br />coverage, building site circle, development area, lot unit factor and building <br />coverage and development area. <br />Paul Reneau 13149 Byrd Lane, addressed the Council both as a member of the <br />Environmental Design Comtittee and as a private citizen. He was in favor of <br />restricted development and supported the staff's report and recommendations. <br />Ken Panf Pastrof Development Co pany, 13015 Robleda Road, expressed con- <br />cerns to the Council regarding the stipulations contained in the proposed <br />ordinance and the effect they would have regarding remodeling. Mr. Pastrof <br />was of the opinion that if the ordinance were adopted as presented, Council <br />would in the future receive a far greater number of variance requests. <br />Mr. Peter McCuen, 27010 Dezahara Way, was against extensive regulations by the <br />City Com:ciland also commented that he may be considering some remodeling and <br />this proposed ordinance may affect his plans. <br />Planning Commissioner Lachenbruch noted that the remodeling issue was an impor- <br />tant one and had not been overlooked. He noted that it would be possible to <br />make a bracketing calculation in most cases of .remodeling and only in a few <br />cases would a complete study have to be made. <br />Council discussed the ordinance and its effect on the question of remodeling. <br />McReynolds asked staff to prepare a summary and/or analysis regarding the issue <br />of remodeling. He noted two issues to be considered: undue burden to remodel; <br />too expensive to process aplication. McReynolds suggested staff have this <br />study prepared for Council's consideration before the second reading of the <br />ordinance. <br />NOTION SECONDED APED CARRIED: Moved by McReynolds, seconded by Perkins and <br />passed by the following roll call vote to introduce Ordinance # amending <br />Chapter 5 entitled "Zoning" of the Los Altos Hills Municipal Code by adding <br />Sections 9-5.209, 9-5.212, 9-5.215, 9-5.226 and 9-5.227, and by amending Sections <br />9-5.210, 9-5.232, 9-5.502, 9-5.504, and subsection (a) and the title of Section <br />9-5.503 thereof, and by renumbering certain sections thereof. <br />AYES: Mayor Proft and Councilmembers McReynolds, Nystrom and Perkins <br />NOES: Councilwoman Hillestad <br />-4- <br />
