CITY COUNCIL MINUTES - July 1, 1981 <br />` E. SPECIAL ORDERS: Item 2.d) Ordinance #268 (continued): <br />The City Engineer discussed both aspects of the proposed ordinance: building <br />height and development area limitation. In response to an earlier request from <br />Council, he referred to his staff report dated 6/25/81 which presented a sumnary <br />and analysis of the issue of remodeling. The City Engineer additionally <br />explained the zoning permit process which was being proposed to administer the <br />proposed ordinances and other zoning regulations in the zoning chapter of the <br />Municipal Code. <br />Planning Cannissioner Lachenbruch, in response to a question concerning lot unit <br />factors, explained that three perameters were involved: overall average acreage; <br />overall average slope of property; and slope of building area. <br />W. Sunset Drive and <br />would affect, for example, Mr. Ayer Is property which had just earlier in the <br />evening been given approval for site development. The City Engineer responded <br />that it would be inappropriate to discuss this specific piece of property because <br />staff had not had the opportunity to study the plans, etc. Council concurred <br />that it was not the proper time to discuss Mr. Ayer's property as it related to <br />the proposed ordinance. <br />MOTION SECONDED AND CARRIED: Moved by Perkins, seconded by McReynolds and passed <br />unanimously by all members present to adopt Ordinance #268 mending Chapter 5 <br />entitled "Zoning" of the Los Altos Hills Municipal Code by adding sections <br />9-5.209, 9-5.212, 9-5.215, 9-5.226 and 9-5.227, and by mending sections 9-5.210, <br />9-5.232, 9-5.502, 9-5.504, and subsection (a) and the title of section 9-5.503 <br />thereof, and by renumbering certain sections thereof. <br />e) Ordinance # mending Chapter 5 entitled "zoning" of the Los Altos <br />Hills Municipal Code by adding sections 9-5.215(1) and 9-5.231, and <br />by mending subsection (b) of Section 9-5.503, respectively, con- <br />cerning walls and fences (SECOND READING) - continued from 3/16/81 <br />meeting. <br />hMION SECONDED AND CARRIED: Moved by Perkins, seconded by Proft and passed <br />unanimously by all members present to waive further reading of Ordinance #267. <br />The City Engineer noted that this discussion had been continued from 3/16/81 in <br />order that the matter of enforcement could be addressed. He referred to his <br />staff report of 6/25/81 in which he stated two possible approaches: l) the <br />establishment of a permit specifically for fences; or 2) the establishment of a <br />zoning permit that could be applied to all kinds of structures. <br />Council agreed that that the ordinance could be adopted and the issue of enforce- <br />ment could be decided upon at a later date. <br />rUTION SECONDED AND CARRIED: Moved by proft, seconded by Perkins and passed <br />unanimously by all members present to adopt Ordinance#267 amending Chapter 5 <br />entitled "zoning" of the Los Altos Hills Municipal Code by adding sections <br />9-5.215(1) and 9-5.231, and by amending subsection (b) of Section 9-5.503, <br />respectively, concerning walls and fences. <br />
