CITY COUNCIL MINUTES - February 20, 1980 <br />C. SPECIAL REPORTS: 1.a) Traffic & Public Safety continued: <br />The City Manager asked for and received confirmation from the Council that an <br />appropriation would be made to hire a traffic engineer to undergo a study for <br />an ultimate solution of this problem. <br />2. STAFF - REPORTS, CORRESPONDENCE & ANNOUNCMUES: <br />City Manager: <br />a) Resolution #1267 approving the 1979-80 Law Enforcement Contract <br />The City Manager canmented that the new hourly rates in the 1979-80 Contract <br />were reasonable since they had not been changed since 1976-77. He further <br />cemented that this contract had not been negotiated since 1976-77 because the <br />Tann is billed on the e unt of time it uses. The Town has used more hours but <br />the rates have not gone up. <br />MITION SECONDED ASID CARRIED: Moved by Hillestad, seconded by Perkins and passed <br />unanimously by all members present to adopt Resolution #1267 approving and author- <br />izing execution of the 1979-80 Law Enforcement Contract between the City of the <br />4 Town of Los Altos Hills and the County of Santa Clara. <br />NATION SECONDED AM CARRIED; Moved by Nystrom, seconded by Perkins and passed <br />unanimously by all members present to take f= the unappropriated reserve fund <br />the amount necessary to increase the cost of the 1979-60 Law Enforcement Contract <br />from $119,500 to $158,159. <br />b) Progress Report - Adobe Creek <br />The City Manages stated that a temporary restraining order had been issued <br />against Trans International Airlines and a hearing on this preliminary injunc- <br />tion was scheduled for March 11. He further reported that a proposal for a <br />feasibility study had been received from Harris, Kerr, Forster & Company. <br />It was the City Manager's reccomerdation to appropriate funds to do Phase I <br />(Market Demand Study) of the proposal. <br />The City Attorney stated that a contract could be drawn up authorizing each <br />phase of the study without necessarily authorizing the entire proposal. <br />NATION SECONDED Am CARRIED: Moved by Nystrom, seconded by Hillestad and passed <br />unanimously by all members present to approve the proposal in concept for all <br />four phases and to give authorization to proceed on Phase I with the option to <br />cancel at any time. <br />-3- <br />
