Ordinance # amending Section 9-4.703, and Subsections (a) and (b) of <br />Section 9-4.704, respectively, of Chapter 4 entitled "Subdivisions" of <br />Title 9 entitled "Planning and Zoning" of the Ins Altos Hills Municipal <br />Code, and repealing Sections 9-4.707 and 9-4.710, thereof (right-of-way <br />widths) (FIRST READING) <br />MOTION SECONDED AM CARRIED: Moved by Perkins, seconded by Proft and passed <br />unanimously by all members present to waive further reading of Ordinance # <br />MOTION SECONDED AND CARRIED: Moved by Proft, seconded by Perkins and passed <br />unanimously by all members present to introduce Ordinance # by title. <br />2. Public Hearing: <br />a) Ordinance # amending Section 9-5.303 of Chapter 5 of Title 9 of <br />the Ins Altos Hills Municipal Code by providing for the prezoning of <br />certain property (SECOND READING) <br />MOTION SECONDED AMID CARRIED: Moved by Proft, seconded by Perkins and passed <br />unanimously by all members present to waive further reading of Ordinance # <br />MOTION SECONDED AND FAILED: Moved by McReynolds, seconded by Perkins and failed <br />by the following roll call vote to adopt Ordinance # anerding Section 9-5.303 <br />of Chapter 5 of Title 9 of the Los Altos Hills Municipal Code by providing for the <br />prezoning of certain property. <br />AYES: Mayor Nystrom, Councilman McReynolds <br />NOES: Councilmonbers Perkins and Proft <br />ABSENT: Councilwoman Aillestad <br />Lorraine Morgan, Altamont Circle, spoke on behalf of the Altamont Hills Home- <br />owners and asked Council three question: 1) were there any guidelines for the <br />dedication of land for open space? 2) if Alta ont Hills was anneal, would their <br />circles be maintained by the Town? and 3) could Altamont Hills be assuaged of <br />the sane level of urban service as the rest of Ios Altos Hills? <br />Coumcilmanbers and the City Attorney responded with the following information: <br />1) open space was an element of the Town's General Plan; 2) if the 'Town annexed <br />a public street, the Tuan maintained it; if it annexed a private street, it did <br />not. A private street could be dedicated to the Town. If the Tann accepted such <br />an offer, it then maintained the street. 3) all areas of Los Altos Hills receive <br />the sane level of service. <br />Councilman Perkins questioned why prezoning was taking place at this time, par- <br />ticularly if the Town had no definite plans for annexation. He further cemented <br />that the Altamont Hills area was fully developed; the Tuan had nothing to offer <br />then. Also the Altamont Hills area was zoned PTD (planned unit development or <br />cluster housing) and this was different from the zoning in the rest of the Hills. <br />Councilman Proft asked if PTD zoning was ompatible with the Town's philosophy <br />and wondered what impact it would have if anne�d. <br />-3- <br />
