Public Hearings: (Continued) <br />b) Request for Tentative Map Approval, LANDS OF LENZEN, File <br />TM #2092-78, 2 Lots. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by <br />Councilman Perkins and approved by all members present to adopt a Negative <br />Declaration, LANDS OF LENZEN, File TM #2092-78. <br />Mr. Pastrof, Applicant's Representative, questioned the need for Conditions <br />1.0 and l.D and advised of the proposed improvements to Campo Vista Lane. <br />MOTION SECONDED AND CARRIED: Following a brief discussion on the merits <br />of this condition, it was moved by Councilman Perkins, seconded by Council- <br />man Nystrom and carried unanimously by all present to delete Condition 1.C. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by <br />Councilman Perkins and passed unanimously by all present to delete the <br />last sentence of Condition I.D. <br />Mr. Jensen, Campo Vista Lane, asked that the Council address the pro- <br />viding of additional parking and street repairs necessitated by the pro- <br />posed construction on Campo Vista Lane. <br />Determination followed that the suggested hammerhead terminus configura- <br />tion should provide extra space for both parking and traffic turn around <br />with an additional condition to resolve future needed private road improve- <br />ments and repairs. <br />MOTION SECONDED AND CARRIED: Moved by Mayor Pro Tem McReynolds, seconded <br />by Councilman Nystrom and carried unanimously by all members present to <br />add as new Condition 6.B: These parcels will enter into a Private Road <br />Maintenance Agreement at such time as one becomes available on Campo Vista <br />Lane. <br />Discussion followed on the merits of Private Road Maintenance Agreements, <br />the improvements proposed for Campo Vista Lane with stress on maintaining <br />its rural character and methods of providing a conditional exception to <br />enable the City Engineer latitude in approving deviations from the standard <br />street improvement specifications. <br />MOTION SECONDED AND CARRIED: Moved by Mayor Pro Tem McReynolds, seconded <br />by Councilman Nystrom and carried unanimously by all members present to <br />amend Condition 1.A to read: The applicant shall make an irrevocable offer <br />for dedication to the Town of Los Altos Hills by the Final Map, right-of- <br />way for a roadway and a turn -around, public utilities, and pedestrian and <br />equestrian pathways within the easterly portion of the proposed Lot 2 <br />(Ord. 232, Section 9-4.1206(e)). <br />MOTION SECONDED AND CARRIED: Moved by Mayor Pro Tem McReynolds, seconded <br />by Councilman Proft and passed unanimously by all members present to add <br />the following sentence to Condition 1.D: A conditional exception shall be <br />granted to the standard street improvement specifications of the Los Altos <br />Hills Municipal Code. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by <br />Councilman Nystrom and passed unanimously by all present to approve LANDS <br />OF LENZEN, File TM #2092-78, subject to conditions as recommended by the <br />Planning Commission and as amended above. <br />-3- <br />
