CITY COUNCIL <br />4ar TOWN OF LOS ALTOS HILLS <br />26379 Fremont Road <br />Los Altos Hills, California <br />MINUTES OF AN ADJOURNED REGULAR MEETING <br />Thursday, March 15, 1979 <br />cc: Reel 117, Side II, Tr. 1, 338-514 <br />Mayor Lucile Hillestad called the Adjourned Regular Meeting of the City Council to order at <br />5:10 p.m. in the Council Chambers of Town Hall. <br />The City Manager requested consideration of two items not on the agenda, specifically, <br />authorization to replace the dump truck and dispose of the pick-up truck. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Councilman McReynolds and <br />carried unanimously to adopt Resolution #1188 approving specifications and authorizing going to <br />bid for replacement of dump truck. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Mayor Hillestad and <br />passed unanimously to authorize the City Manager to sell the pick-up to the highest bidder. <br />A. REVIEW OF NOTICE OF INSUFFICIENCY OF CLAIMS AGAINST THE TOWN - BAS HOMES, INC. <br />The City Attorney introduced into the record the nine Notices of Insufficiency Claims in <br />(boesponse to claims filed by BAS Homes, Inc., outlining procedures to be followed and service <br />by mail to be accomplished. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Perkins, seconded by Councilman Proft and <br />carried unanimously to—accept the Notices of Insufficiency and direct the mailing thereof. <br />B. RESOLUTION # APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE ROBERTI-ZIBERG <br />URBAN OPEN SP—ACE AND RECREATION PROGRAM. <br />Councilman Perkins expressed his concerns as to strings attached upon acceptance of these monies. <br />The City Manager and City Attorney offered clarification as to intent of the Resolution and <br />the proposed purchase. Further review will also be available at the time of signing the contracl <br />MOTION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by Councilman Perkins and <br />carried unanimnsly to—adopt Resolution #1189 approving the application for grant funds under <br />the Roberti-Z'berg Urban Open Space and Recreation Program. <br />C. RE -ORGANIZATION OF COUNCIL: <br />Before vacating the office, Mayor Hillestad addressed those present as follows: <br />"My year as Mayor has been a year of transition and change, with a dramatic and emotional <br />beginning. It was with knocking knees that I approached the dias to face the hot lights <br />of the news media and the angry and confused faces of the joggers we wanted to protect. <br />Before that issue was settled, we were into hearings and a controversy over a Williamson <br />Act cancellation and a possible annexation concept of 675 acres. We didn't catch our <br />breath between and, sometimes at the same meeting, we had scheduled hearings on the <br />4aw possible revocation of the Adobe Creek Country Club Use Permit and Williamson Act <br />cancellation. <br />
