CITY COUNCIL MINUTES - March 15, 1979 <br />Mayor Hillestad's Speech: (Continued) <br />All the meetings and hearings were made easier for me with Tom McReynolds re-elected <br />kar and Jim Nystrom elected to the Council and, later, Bill Perkins appointed to replace <br />Keith Brown. This support and confidence and positive attitude from the entire <br />Council has been much appreciated. <br />The year has been active and progressive with many small, but important items and <br />plans accomplished and others still moving on. Most importantly, the task of up- <br />dating and completing the elements of the General Plan. We took a hard look at <br />whether we were achieving our goals through the General Plan and Ordinances in the <br />Town's development. I feel we are now in compliance with State requirements with <br />all the required elements completed. <br />Through the Steering Committee we should, with Staff consultant contributions, have <br />the Municipal Code compatible with the philosophy of the General Plan. All the <br />seminars and study sessions have been very productive in evaluating and working <br />toward the short and long range planning for our City. <br />Other problems we've had to deal with have been the passage of Proposition 13 and <br />the effects on our budget. ABAG's Environmental Management Plan for the Bay area, <br />the Santa Clara County Corridor Study and many major subdivisions, i.e., Dawson, <br />Perrett, Bahl, Saddle Mountain Estates, to name just a few. <br />The Planning Commission, Committees, Clubs and groups -- Environmental Design, <br />Committee, Noise Abatement Committee, Pathway Committee, Public Works Committee, <br />Traffic & Public Safety Committee, Ad Hoc Committees, Historical Society, West - <br />wind Cooperative, Los Altos Hills Horsemen's Association and Los Altos Hills <br />Little League have all worked for the betterment of the Los Altos Hills and con- <br />tributed a great deal to planning, background information and to the quarterly <br />4W Newsletter. To you all a hearty Thank You!! <br />We've had some fun, too! Number one was to have a compatible Council working <br />together with common goals - putting on a Retirement Dinner for Alec Russell <br />hosting Inter -City Council for the 15 City Councils of Santa Clara County at <br />Fremont Hills Country Club and the Farewell Bar-B-Que for Keith Brown. <br />My personal goals were to improve the Youth Facility for Little League and soccer <br />games, buy and develop the land for the barn for Town owned equipment, landscape <br />the Town Hall yards and bridge the gap between joggers and the City with a Safety <br />Awareness Run as well as the addition to the Town Hall to provide for more Staff <br />efficiency, which will all be completed soon. <br />It was a good year! Now, let's keep open the lines of communication. Thank you <br />all. I've keenly enjoyed working with the Staff and Council. You've treated me <br />with confidence, respect and cooperation. Good Luck!! <br />MOTION SECONDED AND CARRIED: Moved by Mayor Hillestad, seconded by Councilman Perkins and <br />passed unanimously to vacate the office of Mayor and Mayor Pro Tem. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Councilman Nystrom and <br />carried unanimously to nominate Councilman McReynolds as Mayor for a term of one year. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Perkins, seconded by Councilwoman Hillestad <br />and passed to cYst a -unanimous white ballot vote electing Councilman McReynolds as Mayor. <br />MOTION SECONDED AND CARRIED: Moved by Councilwoman Hillestad, seconded by Councilman Nystrom <br />N�nFcarried �unanimously to nominate Councilman Proft as Mayor Pro Tem for a terTn of one year. <br />TION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by Councilman Perkins and <br />passed to cast a -unanimous white ballot vote electing Councilman Proft as Mayor Pro Tem. <br />-2- <br />
