CITY COUNCIL MINUTES - September 5, 1979 <br />B. CONSENT CALENDAR: (Continued) <br />[ Items removed (continued) <br />fir' 5. Proclamations & Resolutions for Adoption: <br />c) Resolution #_ accepting offers of dedication, LANDS OF KOO, Tract #5762. <br />Mr. Bakst, Ed erton Road, cited his concerns relative to the blacktop surfacing of <br />tTie— ire roa a rac ing motorcyclists and parties, the increased fire hazards which <br />result and the inadequacy of policing the area to date. <br />The City Manager advised that this matter needed to be resolved with the Los Altos <br />Fire Protection District before changes in road surfacing could be made and that the <br />action before Council was merely to accept easements, not improvements, within the <br />Koo Subdivision. Councilman Perkins questioned the paving of fire roads as increasing <br />nuisances in the Town and reiterated the need to provide a gate at each end of this <br />fire road. Council directed the Staff to consult with the Fire District on the <br />necessity of paved fire roads and, this one in particular. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Perkins, seconded by Councilman <br />Nystrom and passed unanimously to all members present to adopt Resolution #1232 <br />accepting offers of dedication, LANDS OF KOO, Tract #5762. <br />d) Proclamation honoring U.S. Naval Academy Class of '59 on their 20th <br />Anniversary. <br />Councilman Perkins fervently implored that Council give due consideration to the <br />inclusion of the Class of '39 in this honorary Proclamation. The City Manager stated <br />that an appropriate Proclamation would be agendaed for the next meeting. <br />4 MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by Councilman Nystrom <br />and passed by the following roll call vote to approve the Proclamation honoring the <br />U.S. Naval Academy Class of '59 on their 20th Anniversary. <br />AYES: Mayor McReynolds and Councilman Nystrom. <br />NOES: Councilman Perkins. <br />ABSENT: Councilwoman Hillestad. <br />PRESENT: Councilman Proft. <br />C. SPECIAL REPORTS <br />1. Reports of Standing Committees: None <br />2. Reports of Ad Hoc Committees: None <br />3. Reports from the Planning Commission: None <br />4. Presentations from the Floor: None <br />D. STAFF - REPORTS, CORRESPONDENCE & ANNOUNCEMENTS: <br />1. City Manager: <br />a) Request from Dr. Duch for storm drain improvements. <br />The City Manager told of the area involved and introduced Dr. Buch's letter of 8/29/79 <br />and his memo of 8/31/79 which contained suggestions to resolve the drainage problems. <br />Dr. Buch, Summitwood Road, provided a brief history and cited his concerns as: (1) <br />�,. The increased runoff due to new developments above his propperty; (2) Work done previously <br />by the Town adding to the water flow; (3) Where responsibility now lies due to rejection <br />of easements by the Town; and (4) The erosion of a bank and trees along his property. <br />-2- <br />
