II, 386 -End <br />Mayor Lucile Hillestad called the Adjourned Meeting of the City Council to <br />order at 4:08 PM in the Council Chambers of Town Hall. <br />A. ROLL CALL & PLEDGE OF ALLEGIANCE: <br />Present: Mayor Hillestad, Councilmembers McReynolds, Nystrom, Perkins <br />and Proft. <br />Absent: None. <br />Staff: City Manager Robert Crowe, City Attorney Frank Gillio, Consul- <br />ting Engineer/Planner John Markl, Commissioner Michael Stewart <br />for the Planning Commission and Deputy City Clerk Susan Buttler. <br />Prior to resuming hearings on October 23, 1978 Agenda Items, Council <br />adjourned to Executive Session. <br />The meeting re -convened at 4:25 PM. <br />E. SPECIAL ORDERS: (Continued) <br />3. Public Hearings: (Continued) <br />b) Request for Tentative Map Approval, LANDS OF TAYLOR, File <br />TM 42077-78, 8 Lots. <br />During his introduction, the City Manager covered events of previous <br />meetings on this request due to conflicts of access and liaison between <br />Los Altos Hills representatives and Los Altos representatives to deter- <br />mine the best solution for all concerned. Following determination that <br />a Negative Declaration had not been adopted at a previous meeting, the <br />City Attorney advised as to the steps required in the consideration of <br />the Initial Environmental Study. The City Manager then read from the <br />Checklist and the conclusions therein. <br />Mr. Moffatt, Cypress Drive, outlined the concerns of the "Robinwood <br />Association" that the disruptions and resultant landlocking caused by the <br />development of this property combined with public interest,fulfilled State <br />requirements that the Town request an Environmental Impact Report. <br />Council discussion followed with the City Attorney relative to the Town's <br />ability to solve a problem within Los Altos, whether a need existed to <br />impose environmental mitigation measures on this property and the efforts <br />made to date to resolve these same issues. <br />Mr. Myers, Attorney for the Applicant, stated that there was not currently <br />a tentative map application before the City of Los Altos for the adjacent <br />property owned by his client. <br />
