UNSCHEDULED ITEM NO. 2: <br />REPORT FROM PLANNING COMMISSION RE: EMERGENCY ORDINANCE TO CCNTROL DEVELOP- <br />[ MENT IN THE MONTE BELLO RIDGE STUDY AREA. <br />DEVELOP- <br />%W <br />Staff reviewed that this item had been referred to the PlanningCommission, and <br />they had recommended that an ordinance be adopted which would control the de- <br />velopment of that portion of the Town of Los Altos Hills which lies within the <br />Monte Bello Ridge Study Area, as requested by the Policy Planning Committee of <br />Santa Clara County. Staff recommended that this be handled as an Emergency <br />Ordinance, and presented a proposed draft, prepared by the Torn Planner, cre- <br />ating a moratorium restricting subdivisions in the Montebello Ridge Study area <br />to a minimum lot size of five (5) acres. <br />Council discussion of the draft ordinance, prepared by the Town Planner, which <br />incorporated the essence of the County recommendations, ensued. Following <br />lengthy deliberation, the Council concurred to hear a proposed ordinan oe, pre- <br />pared by the City Attorney, later in the agenda, under "Ordinances". <br />UNSCHEDULED ITEM NO. 3: <br />ACTION ON POLICY STATEMENT OF LOCAL AGENCY FORMATION COMIISSICH (LAFCO). <br />Staff noted that this item had been continued from: the last meeting to permit <br />more time for study. Staff recommended that the Council indicate their con- <br />currence with the stated policies, which have been adopted by SCAAPO, PPC, and <br />LAPOO. These policies concerned Urban Development within Santa Clara County. <br />MOTIGN, SECONDED AND CARRIED: Councilman Davey moved, seconded by Councilman <br />Helgesson, and carried unanimously to adopt that part of the Urban Develop- <br />ment Policies, entitled, "Definitions, Section I. and Policies, Section II, <br />for Santa Clara County,,. <br />UNSCHEDULED ITEM NO. 4: <br />REQUEST FOR A ONE-YEAR EXTENSION ON TENTATIVE MAP OF LANDS OF AINSWORTH (359-62) <br />EDWARD C. BESSEY. <br />Staff noted that Mr. E. C. Bessey requested a one-year extension for filing <br />the Final Map of Lands of Ainsworth (359-62). It was noted that the Tentative <br />Map had been approved by the Council on October 5, 1970. <br />MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Council- <br />man Grabowski and carried unanimously that Mr. B. C. Bessey be granted a one- <br />year extension for filing the Final Map of Lands of Ainsworth (359-62) to <br />April 7, 1973. <br />UNSCHEDULED ITEM NO. 5: <br />REQUEST FROM SANTA CIARA COUNTY BOARD OF SUPERVISORS FOR COMMENTS ON THE PRO- <br />POSED AMENDMENT TO THE COUNTY GENERAL PLAN PARK AND RECREATION ELEMENT. <br />Staff reviewed that this element of the Santa Clara County General Plan had <br />been approved by the Policy Planning Committee, and now the Board of Supervi- <br />sors was requesting comments from the Town for consideration at their hearing <br />on February 9, 1972. <br />` Council discussion ensued, and &,t,yas noted that two methods of financing the <br />park and open space acquisition Rem proposed, either by means of charter change <br />to allow a fixed 100 tax rate, or through a bond issue. <br />- 4 - <br />
