clinic in the area. <br />Council discussion noted the current budget would not allow financial <br />participation with Palo Alto to establish a pet spay and nueter clinic. <br />MOTION, SECONDED AND CARRIED: Councilman Grabowski moved, seconded by <br />Helgesson and carried unanimously that Staff transmit a letter of support <br />to the County Board of Supervisors for establishment of a County spay and <br />nueter clinic. <br />Staff was requested to investigate cost participation with Palo Alto. <br />UNSCHEDULED ITEM NO. 4: <br />REPORT FROM THE PLANNING COMMISSION REi OPEN SPACE EASEMENTS (CHAPTER 6.5 <br />OF THE GOVERNMENT CODE). <br />Staff stated that the Planning Commission at their October 12 meeting dis- <br />cussed in detail Chapter 6.5 of Division I of Title 5 of the California <br />Government Code, which deals with open space easements. The Commission <br />recommended that the Town include information on Chapter 6.5 in all publi- <br />city regarding the creation of agricultural and open space easement contracts <br />and recommended that a simple "instrument" be prepared which would simplify <br />the administrative procedure for acquiring open space easements per <br />Chapter 6.5. <br />L The City Attorney stated that he would prepare an outline form for the next <br />meeting, but that except for a specific situation, it would not be possible <br />to prepare an "instrument" for general application. <br />Council discussion evolved around the terms of the Williamson Act vs. <br />Chapter 6.5 and floor comments were heard from Commissioners Perkins and <br />Weisbart. The majority of the Council concurred that additional study was <br />necessary to clarify the guidelines as to punitive action for withdrawal <br />under Chapter 6.5 to offset the temporary tax relief provided. Councilman <br />Corbett noted that this issue must be resolved to provide interested appli- <br />cants with the pros and cons of the two means of tax relief and to enable <br />them to properly arrive at their choice. <br />MOTION, SECONDED AND CARRIED: Councilman Corbett moved, seconded by <br />Grabowski and carried by =jority vote (Davey - no) that discussion of <br />Chapter 6.5 be continued to the next meeting. <br />The Council concurred that in the interim all interested applicants would <br />be also apprised of Chapter 6.5 as an alternative to the Williamson Act. <br />UNSCHEDULED ITEM NO. 5: <br />AWARD CONTRACT FOR DRAINAGE WORK BETWEEN ASCENSION AND ANACAPA DRIVES. <br />Staff reviewed that the Town Engineer's estimate for the Fremont Hills <br />Channel improvement was $10,948. When bids were opened October 14, the <br />low bid was made by Holm 6 Elliot at $14,217. Wenrick b Associates bid <br />$21,678 and Pisano Brothers were high bidder at $25,110.
