SCHEDULED ITEM NO. 1: <br />PUBLIC HEARING: ORDINANCE NO. 166, AMfENDING SITE DEVELOPMENT ORDINANCE <br />NO. 133. <br />City Manager noted the following basic changes over the existing Ordinance <br />No. 133: <br />1. Clarification of wording throughout the entire ordinance. <br />2. Added the definitions of fire break, site development, Site Development <br />Committee, structure, forester, landscape architect. <br />3. Added the requirement that whenever an excavation or fill is anticipated <br />in any drainage channel that a Site Development Permit is required. <br />4. Redefined "DRIVEWAY DESIGN" so that the main emphasis on the design of a <br />driveway is to provide safe sight distance and the ease of ingress and egress. <br />S. Clarified the section which deals with the preparation of a site plan to <br />require the contours to be drawn and certified by a Registered Civil Engineer. <br />6. Made it possible for an aggrieved person other than the applicant to <br />appeal the decision of the Site Development Committee. <br />7. Lowered the allowable grading without a permit from 200 cubic yards to <br />100 cubic yards. <br />8. Added the requirement of a Site Development Permit for construction, re- <br />construction, realignment or relocation of any private vehicular access or <br />fire break. <br />At 7:56 P. M., the Mayor declared the Public Hearing open. Since there was <br />no discussion from the Floor, the Mayor closed the Public Hearing at 7:59 P.M. <br />Council concurred that a First Reading should be held under ORDINANCES later <br />in the Agenda. <br />UNSCHEDULED ITEM NO. 2: <br />PACKARD, DAVID (364-69) Tentative Map, 2 lots, 39 acres, Taaffe Road. <br />George S. Nolte Assoc., Engr. <br />City Manager advised that Mr. David Packard had agreed to the Town's request <br />to dedicate a path easement along Taaffe Road, sufficiently wide to include <br />the existing pathway providing that he not be assessed for any expenses for <br />the improvement of Taaffe Road or the path easement. <br />MOTION, SECONDED AND CARRIED: Councilman Fowle moved, seconded by Helgesson <br />and carried unanimously, that the Tentative Map of David Packard (364-69), <br />2 lots, Taaffe Road, subject to the following conditions, be approved: <br />a) All conditions of the Check List except, where a 10' path easement <br />centered on the existing path along Taaffe Road was required, a five (5) <br />foot path easement will now be required as needed to include existing trail; <br />b) Mr. Packard will not be assessed for expenses for the improvement of the <br />road or path easement; <br />c) Parcel Map may be filed, subject to the requirement of a $50.00 deposit <br />for engineering service. <br />UNSCHEDULED ITEM NO. 1• <br />CONSIDERATION OF SEWER REFUNDING AGREEMENT - CHRISTOPHER'S LANE. <br />Deferred to a later meeting, pending agreement between the City Engineer and <br />the applicant's engineer. <br />-2- <br />
