PRESENTATIONS FROM THE FLOOR: Leroux cont'd.: <br />a) Utility easements existed, but are not shown properly. <br />b) Responsibility of subdivider to install undergrounditilities to the <br />property line. <br />Council directed Staff to meet with the City Attorney to determine what action <br />could be taken. <br />2. Law Enforcement Committee Report, dated March 10, 1970...... Mr. Ken Young, <br />Chairman of the Law Enforcement Committee, presented the Committee's report, <br />which included previous recommendations, as well as outlined the following <br />recommendations: <br />SHORT-TERM RECOMMENDATIONS <br />1. Improve existing contract with the Sheriff's Office by <br />a. Closer supervision of patrol hours now contracted for <br />b. Contracting for additional daylight patrol hours <br />2. Eliminate existing contract with private security patrol agency <br />3. Implement the Resident Officer concept <br />4. Use leverage of the ballot this year to elect a Sheriff sympathetic to <br />the Town's requirements <br />Negative Aspects: None <br />M -TERM RECOtMENDAT IONS <br />1. Contract with Los Altos for police services <br />2. Create a Unified Police District with Cupertino, Saratoga and Monte Sereno <br />3. Create a Unified Police District with Palo Alto and Los Altos <br />4. Create a Unified Police District with Palo Alto, Los Altos and Mt. View <br />Negative Aspects: Nos, 2, 3, and 4 might be politically unachievable <br />LONG-TERM RECOMMRNDATIONS <br />1. Create a County Police Department (of the entire County or split north <br />and south) <br />2. Consider the possibility of <br />a. A burglar alarm system for each home connected to a central panel <br />manned by an operator in radio contact with a regular police department <br />b. A system of stations located throughout the Town, activated by <br />remote control devices such as used for garage openers, to alert operator <br />of suspicious circumstances; operator relays location to cover police <br />department. (System could include activating audible siren also to alert <br />the neighborhood of a possible incident.) <br />Negative Aspects: No. 1 might be politically unachievable; No. 2 requires <br />expenditure of tax dollars for feasibility and cost <br />studies. <br />Speaking from the Floor: Messrs. Peter Hughes, A. M. Laws, Donald E. Spencer. <br />Council extended their appreciation to Mr. Young for the Committee's <br />comprehensive report. <br />3. Mrs, M. Saviano, Chairman Pathway Committee, reminded the Staff to be sure <br />t to contact the Little League to review the State Highway's plan on planting <br />along the Freeway. <br />-5- <br />
