UNSCHEDULED ITEM NO. 4: Parkside Units cont'd.: <br />MOTION, SECONDED AND CARRIED: Councilman Aiken moved, seconded by Helgesson <br />and carried unanimously by voice vote, that Mr. A. Lambert be granted a <br />one year extension to June 2, 1971 for filing of the Final Maps for Parkside <br />Units #2 and #3 (351-68). <br />UNSCHEDULED ITEM NO. 6: <br />DISCUSSION OF "SINGLE ZONED TCWNS". <br />City Manager reviewed the May 1970 issue of the Santa Clara Valley Plans <br />in which the existence of "Single Zoned Towns" was discussed. He noted <br />the concept of "Single Zoning" was vital to the welfare of Los Altos Hills, <br />and there was need to be aware of possible actions which might overturn <br />this ideal. <br />Council deferred any further discussion since there were still pending court <br />decisions that could reverse the referenced Pennsylvania Supreme Court <br />decision that overruled a town's zoning ordinance, which excluded all multi- <br />family housing. <br />SCHEDULED ITEM NO. 1• <br />DISCUSSION OF THE 1970-71 FISCAL YEAR BUDGET. <br />City Manager had submitted the First Draft of the proposed budget at the <br />last Council meeting, with only brief remarks on its content. Discussion <br />of the budget as pertained to Planning evolved. Town Planner G. Mader stated <br />their retainer had been $350 per month since May 1968. This retainer covered <br />the following six items and covered about 19 hours: <br />Service <br />Hours <br />1. Attend two Planning Commission meetings per month 7 <br />2. Attend two staff meetings per month to review P/C Agenda items 6 <br />3. Review complicated planning applications, with staff and applicants) <br />4. Advise staff on good planning procedures and administration )6 <br />5. Advise Town officials on non -routine matters as they occur ) <br />6. Advise Tam officials on overall planning program )_ <br />Total Hours 19 <br />Mr. Mader noted that if the retainer remains the same for the next Fiscal <br />Year, the total hours would be reduced by approximately two hours as a result <br />of general price increases. <br />Council concurred that his expertise should not be required for the entire <br />Planning Commission meeting and suggested the items requiring his attention <br />could be agended early in the meeting. Various suggestions were proposed <br />relative to the retainer, whether it should be for attendance of a set <br />number of meetings or for a set number of hours, or should it be reduced <br />with the saving charged to a contingency fund to cover extra projects. <br />Commissioners Weisbart, Perkins and Spencer supported Mr. Mader's attendance <br />at all Planning Commission meetings and agreed items requiring his presence <br />could be scheduled early in the meeting. <br />Discussion shifted to the police portion of the budget. Councilman Grabowski <br />stated, having recently spent two hours with the Sheriff's and Security Guard <br />Patrols, he felt each served a specific purpose; filled a definite need; and <br />complimented each other. <br />Further consideration of the proposed budget was continued to the June 15th <br />meeting. <br />_2_ <br />
