Mankin, 26905 Alejeandro, dated May 23, directing <br />Council's attention to the dangerous condition of Ortega Road and urging <br />immediate repair of the street. <br />Letter from the City Manager to Dr. and Mrs. Mankin was read, stating Ortega <br />Road had been inspected and placed on the Tom 's maintenance list. <br />1. Los Altos Beautification Committee will meet Wednesday, June 11 at 7:30 P.M. <br />in the Los Altos City Hall and has invited Town attendance. Council noted <br />this represented a conflict with the ABAG Meeting date and requested Staff to <br />see if the date for the Beautification Committee meeting might be changed. <br />SCHEDULED ITEM NO. 1: <br />PUBLIC HEARING TO CONSIDER ADOPTION BY REFERENCE OF COUNTY ORDINANCE REGULATING <br />SWIMMING POOL SERVICES. <br />City Attorney stated on May 5, 1969 the City Council had set this matter for a <br />Public Hearin%which had been noticed as required by law,and that the considera- <br />tion before the Council was the adoption by reference of the County Ordinance <br />regulating swimming pool services. City Attorney noted the first reading of <br />Ordinance No. 156 has been approved and should the Council desire to proceed, <br />following the Public Hearing, the appropriate procedure would be to have a <br />second reading of Ordinance No. 156. <br />Staff noted the communications expressing support for the proposed County <br />Ordinance,which will take effect July 1, 1969, have been received from the <br />National Swimming Pool Institute and the Swimming Pool Industry Council of <br />California. <br />Mr. Emanuel H. Pearl, Public Health Engineer, Santa Clara County, spoke in <br />support of Town adoption of the County Ordinance, noting the following: <br />1. Regulation would insure higher competency of firms and individuals serving <br />the public and would protect pool owners. <br />2. Adoption of the County Ordinance would provide uniformity throughout the <br />County, noting Milpitas, Gilroy, Cupertino, Saratoga, Los Altos and Monte <br />Serena have adopted the County Ordinance to date. <br />3. A similar program and ordinance has been in effect successfully in Los <br />Angeles County for eight years. <br />4. The Ordinance was designed to control and eliminate pool hazards, such as, <br />safety hazards due to unclear water, as well as health hazards. <br />5. No State regulations exist for pool maintenance and no conflict with <br />State law is involved. <br />6. Santa Clara County has initiated an adult course leading toward registra- <br />tion qualification. <br />Council discussion ensued concerning ordinance application to small businoss- <br />men, pool maintenance criteria and ordinance enforcement, with Floor discussion <br />by Mr. Pearl, Mrs. F. Olgiati, 25960 Vinedo Lane, and Mrs. D. Miller, 13076 <br />Vista del Valle Court. The following points were clarified during Council <br />discussion: <br />1. A part-time employee, such as a gardener, would need to be registered and <br />to licensed in order to clean a swimming pool, unless servicing only one pool. <br />-2- <br />
