SCHEDULED ITEM NO. 1: Public Hearing re Horse Ordinance contI d.: <br />The following points were clarified during Floor and Council discussion: <br />1) Opposition to the proposed ordinance was raised, based on the following: <br />(a) Excessive controls, primarily the annual licensing requirement <br />and the inspection provisions. <br />(b) Establishing an annual fee, obtaining revenue that would be <br />utilized for administration, as well as path construction and <br />maintenance. <br />(c) Recently enacted State legislation enables Counties and Recrea- <br />tional Park Districts to impose an annual pleasure riding tax <br />up to $10.00 per animal, to be used for trail construction <br />within the County or Regional Park District. <br />(d) Grandfather clause does not apply to animals and to the three (3) <br />foot setback requirement for new corrals. <br />2) Support for the proposed ordinance was based on the following: <br />(a) Need for control of horses on agricultural land and the need <br />for control of commercial stables, including boarding stables. <br />(b) Need for trails, the need for revenue to construct and maintain <br />trails, and the philosophy that those using trail facilities <br />should pay for same. <br />3) Council concurred that to raise revenue and insure that this revenue <br />was expended for trail purposes, it would be desirable to limit <br />administrative costs to no more than 10% of the annual license fees. <br />4 MOTION, SECONDED AND CARRIED: Councilman Davey moved, seconded by Fowle and <br />carried unanimously, that consideration of the proposed Horse and Stable <br />Ordinance be continued to a Study Session the first week in January to <br />allow County Health Department review and Staff review of all proposed <br />ordinances and the opposition and support for same. <br />RECESS: 10:20 P. M. to 10:32 P. M. <br />UNSCHEDULED ITEM NO. 2: <br />CONSIDERATION OF POLICY RE: ALLOWING SEPTIC SYSTEMS AND -INSTALLATION OF <br />SEWERS IN THE VICINITY OF ROSEHILL ESTATES UNIT NO. 2. <br />City Manager noted a report had been requested on all feasible means of <br />sewage disposal for the Rosehill Estates Unit No. 2 and Almaden Court <br />(Sewer Assessment District No. 6) Area, due to policy difficulties in <br />pumping sewage to a different drainage basin and cost and procedure of <br />maintaining a pump which would be required to utilize Los Altos Hills sewer <br />facilities. <br />City Engineer reviewed the following administrative alternates for providing <br />sanitary sewer service: <br />A. Rosehill Estates Unit No. 2 - Pump from a lift station to the Los Altos <br />sewer system. This alternate would involve a pump maintenance cost of <br />$95.00 per month, to be shared by the four lots involved, the cost per <br />lot for connecting to the Los Altos system would be $1,119.40. <br />-3- <br />
