SCHEDULED ITEM NO. 1: <br />CONSIDERATION AND POSSIBLE ACTION RB: ESTABLISHING SPHERE OF INFLUENCE <br />BOUNDARIES. <br />George G. Mader, Town Planner, presented a slide presentation and noted the <br />following: <br />1) The Local Agency Formation Commission had requested the Town to submit <br />its recommendation for establishing sphere of influence boundaries with the <br />City of Cupertino for the southerly boundary of Los Altos Hills. <br />2) Four mountain ranges are visible to the south of Los Altos Hills, in the <br />following north to south order: Erving Hill Ridge; Neary Ridge; Kaiser Ridge; <br />and Montebello Ridge. <br />3) The Kaiser Ridge and areas north of same are visible to approximately <br />75% of Los Altos Hills. <br />4) The areas between the various ridges are differentiated on the basis of <br />drainage and road circulation patterns. <br />5) The City of Cupertino's proposal would establish a sphere of influence <br />boundary along the near proximity of the Town's southerly boundaries follow- <br />ing property lines in that area. The Cupertino proposal includes approximate. <br />ly 11,500 acres of unincorporated area, which is twice the size of Los Altos <br />Hills. <br />6) The Planning Commission recommended the Los Altos Hills sphere of <br />influence line be established along the southerly side of Kaiser Ridge and <br />also recommended the County initiate through the Planning Policy Committee <br />an area wide study of the mountain complex to integrate land use for the <br />entire foothills area. <br />Letter was read from Lee Yarborough, Cupertino Director of Public Works, <br />proposing a compromise boundary to the north of Kaiser Ridge, which would <br />follow the Permanente property lines. <br />Council discussion ensued, with Floor participation by Mr. Yarborough, Carl <br />Noller, Donald Spencer, Mrs. D. Miller, Mr. A. M. Laws, and Mrs. J. G. Ronsiek <br />MOTION, SECONDED AND CARRIED: Councilman Benson moved, seconded by Davey <br />and carried unanimously, that the Town of Los Altos Hills recommend to <br />the Local Agency Formation Commission that the southerly side of Kaiser Ridge <br />be established as the sphere of influence boundary, with relation to the <br />City of Cupertino, subject to the consideration that the area to the south. <br />east of the proposed sphere of influence boundary be further reviewed by the <br />Town of Los Altos Hills. <br />MOTION, SECONDED AND CARRIED: Councilman Davey moved, seconded by Benson <br />and carried unanimously, that the Town of Los Altos Hills recommend that the <br />County of Santa Clara initiate and coordinate an area wide study of the <br />entire mountain complex through the County Planning Policy Committee, so as <br />40 to integrate the land use for the entire foothills area. <br />-2- <br />
