LThe following actions occurred under OTHER BUSINESS and are integrated at <br />this point in the Minutes for clarity: <br />1) Council requested Commissioner Dawson to relay to the Planning Commission <br />the urgency in regard to sphere of influence boundaries in the vicinity of <br />the Duveneck property. <br />2) MOTION, SECONDED AND CARRIED: <br />RESOLVED: Whereas Interstate Highway No. 280 is not designed for <br />primarily local traffic, and, <br />Whereas any additional exit and/or egress will result in <br />additional traffic on Interstate Highway No. 280 in the local area which <br />affects Los Altos Hills, and, <br />Whereas such additional traffic will result in increased <br />noise and air pollution in the vicinity of the freeway in this community, <br />The Town of Los Altos Hills does hereby resolve that it is <br />strongly opposed to the proposal that an additional off ramp be con. <br />structed to permit traffic to reach a shopping center to be constructed <br />in Santa Clara County on lands now owned by the St. Joseph Diocese. <br />Councilman Benson moved, seconded by Helgesson and carried unanimously, <br />that the Town go on record as being resolved to the above policy <br />4 statement. <br />SCHEDULED ITEM NO. 2• <br />CONSIDERATION OF ORDINANCE NO. 141, establishing drainage charges on new <br />subdivisions and building permits. <br />City Attorney introduced and read in its entirety Ordinance No. 141, an <br />ordinance of the Tann of Los Altos Hills establishing a storm drainage <br />assessment fund, making provisions for payments thereto, and for reimburse- <br />ments for construction of excess facilities, and noting Ordinance No. 141 <br />would accomplish the following: <br />(a) Adopt the Master Plan for Drainage dated March 1969. <br />(b) Establish a drainage assessment charge for new subdivisions and new <br />building permits. <br />(c) Provide reimbursement for excess drainage capacity and provide conditions <br />for dispersement of funds. <br />Council discussion ensued concerning Ordinance No. 141, State Code require- <br />ments for establishing drainage assessments, and additional financing means <br />of drainage improvements, with Floor participation by Vanderveer Voorhees, <br />12710 E1 Monte Avenue; A. J. Traficanti, attorney representing Mr. Voorhees, <br />2275 Ramona Street, Palo Alto; H. Brawn, 26076 Altadena Drive; E. A. Breyman, <br />13456 Wildcrest Drive; Mrs. F.
