Scheduled Item No. 2. REEL 6 REPORT ON STATUS OF PALO ALTO SEWER CONTRACT - City Manager: SIDE 1 TRACK 1 City ilanager reviewed status of the proposed Palo Alto Sewer Contract 295 and noted that it would be desirable for the Town to indicate its intent on a contract to the Palo Alto City Council prior to their march 11th meeting. MOTION AND SACOND: Councilman Fowls moved, Seconded by Davey, -flat the i-1ayor indicate in a letter to the Palo Alto City Council the Town's intent to enter into the proposed contract upon formation of Sewer Assessment District No. 3. Council discussion ensued. At Councilman Aiken's request, the following statement is incorporated, without objection, at this point of the Minutes: "Since this contract is based on sewering the entire portion of the Town which drains toward Palo Alto, it means sawering this entire area; therefore, I cannot in good conscience support it.'' CARRIED: The Motion was carried by a majority voice vote, Councilmen Aiken ane. Henson opposed. Scheduled Item No. 3. REEL 6 DISCUSSION OF SEPTIC TANK PROBLEM - Councilman Aiken. SIDE 1 TRACK 1 Councilman Aiken emphasized that the Town should give.more serious 344 consideration to sub -community systems suggested in the Matcalf & Eddy Report, noting that all alternatives should be considered before approving the Palo Alto Contract. Scheduled Item No. A. REEL 6 DISCUSSION OF PROPOSED SEPTIC TANK ORDINANCE - Councilman Aiken. SID; 1 TRACK 1 At Councilman Aiken's request, the following statement is incorporated 365 without objection at this point of the Minutes: "I want to make it abundantly clear that I do not agrae with what I consider to W excessive requirements in this ordinance.'' Councilman Aiken suggested the ordinance be deferred for additional review. MOTION, SECONDED AVID CARRIED: Councilman Aiken moved, Seconded by Benson, and carried unanimously, that the first reading of Ordinance No. 136 be deferred. Scheduled Item No. 5. REAL 6 DISCUSSION OF SLOPE DENSITY ORDINANCE - Councilman Benson. SIDE I PROPOSED JOINT MEETING WITH PLANNING COCM1ISSION RE SLOPE DENSITY - TRACK 1 Councilman Davey. 374 Councilman Benson noted Planning Commission conclusions on slope density and suggested Council initiate action on Phase II of the slope density ` study. Councilman Davey requested a joint meeting with the Commission to ` discuss slope density and suggested Council incorporate the Commission's formula into an amergeney ordinance. Council deferred discussion to Planning Commission Referrals, later in the Agenda. -3-
