Division of Highways cont'd.: <br />LCity Manager noted that the Planning Commission had unanimously recommended <br />to the Council that the proposed zone change from R -A (Residential -Agricultural) <br />to OSR (Open Space Reserve) for the 8.124 acre parcel in the vicinity of <br />O'Keefe Avenue and Junipero Serra Freeway be approved. City Manager reviewed <br />success of other communities in achieving similar rezoning to open space <br />usage and recommended that the Council set a date for a Public Hearing on <br />the rezoning. <br />Council concurred and set a Public Hearing for the rezoning of the subject <br />8.124 acre parcel on November 4, 1968. <br />4. Frank N. Shriver, President of Los Altos Hills Association, dated <br />October 17, 1968, noting the problem of disregard for both public and private <br />property by a minority group of horseback riders, and recommending the <br />adoption of an ordinance imposing a fixed fine for riding horses on posted <br />private property or landscaped public property. <br />City Attorney stated that the State had previously occupied this field of <br />legislation. City Manager suggested a review of the possibility of erecting <br />partial barriers on paths posted to exclude horses. <br />Mayor Aiken requested the Staff to contact stables in the Town in an attempt <br />to limit horseback riding after dark. <br />Council concurred with the above recommendations. <br />4W 1. Mayor Aiken announced that Preston Burchard had resigned as Chairman <br />of the Tree Committee due to time limitations but will continue to serve on <br />the Committee. <br />Mayor Aiken recommended the appointment of Wilfred George as Chairman. <br />Council concurred. <br />NEW BUSINESS: BUILDING SITE APPROVAL: <br />397 <br />1. C. J. LIST (13SA-48-68) 1 lot, 1.01 acre net, Magdalena Road. <br />Staff report was presented, noting the Planning Commission recommended <br />approval of the 1.01 acre lot created prior to incorporation of the Town, <br />subject to a 30' dedication along the south side of Magdalena Road, the <br />construction of a path along Magdalena Road, and in lieu road payment for <br />Magdalena frontage. City Manager indicated that it would be desirable <br />fox the Town to participate in a joint venture with the applicant for actual <br />road construction on the Magdalena frontage. <br />MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Benson <br />and carried unanimously, that the request of C. J. List (BSA -48-68) 1 lot, <br />for building site approval, be approved subject to the conditions of the <br />Check List. <br />-2- <br />
