Scheduled Iters No. 3: STAFF REPORT ON PROPOSED ORDINANCE RE: SEWAGE DISPOSAL. REEL 2 SIDE 1 The following communications pertinent to Item #3 were read by the City TRACK 1 Manager: 1) Letter dated October 27, 1967 from Por. Joseph R. Herr, 189 13,180 Mandoli Drive, transmitting his conclusions about sewage disposal and his suggestions to the Sewer Committee at its final meeting on October 24, 1957. 2) Letter dated november 6, 1967 from ti:e Santa Clara County Health De- partment unequivocally recommending public sewering for the Town, stating reasons therefore, and recommending the Town endeavor to complete contractual agreements with Palo Alto and Los Altos for future conveyance and treatment of sewage; in referring to the proposed sewage disposal ordinance, the Health Department letter recommended all reference to a "Sanitary Engineer employed by the Town" be deleted to leave the primary responsibility for administration to the Health Department yet providing for more stringent control of private sewage disposal, since discussions with.the San Francisco Regional Dilater Quality Control Board indicate their probable unwillingness for the Town to take over the administration of its own program for individual sewage disposal systems. The proposed sewage disposal ordinance was discussed point by point and amended in accordance with suggestions of the Health Department and Council discussion. The Mayor instructed the Staff to contact the San Francisco Regional Water Quality Control Board and the County Health Department in connection with the preceding discussion and agenda the revised ordinance fox the November twentieth meeting. Scheduled Item No. 4. PRSSENTATION FRONT HOMEOWNERS FOR RESPONSIBLi ACTION: REEL 2 SIDE 1 Mr. Thomas H. Marshall, 25560 Altamont Road, representing the Homeowners TRACK 1 for Responsible Action, read a prepared statement dated November 6, 693 1967, on file at the Town Hall, regarding the sewagedisposal situation and requesting Council approval of a policy resolution that 'tile developer shall be allowed to install in -tract improvements without prior legal establishment of all external services pertinent to completion of the subdivision". Without objection, the Mayor directed the Staff to agenda this iteca for the November 20th meeting. DISCUSSION ON PROPOSED SEWAGE DISPOSAL ORDINANCE REOPENED.- MOTION, EOPENED: MOTION, SECONDED AND CARRIED: Councilman Aiken moved, seconded by Councilman Benson, and carried unanimously, that the first reading of U the proposed sewage disposal ordinance be agendaed for the November 20th meeting. -3-
