Scheduled Iters No. 3: <br />STAFF REPORT ON PROPOSED ORDINANCE RE: SEWAGE DISPOSAL. REEL 2 <br />SIDE 1 <br />The following communications pertinent to Item #3 were read by the City TRACK 1 <br />Manager: 1) Letter dated October 27, 1967 from Por. Joseph R. Herr, 189 <br />13,180 Mandoli Drive, transmitting his conclusions about sewage disposal <br />and his suggestions to the Sewer Committee at its final meeting on <br />October 24, 1957. <br />2) Letter dated november 6, 1967 from ti:e Santa Clara County Health De- <br />partment unequivocally recommending public sewering for the Town, stating <br />reasons therefore, and recommending the Town endeavor to complete contractual <br />agreements with Palo Alto and Los Altos for future conveyance and treatment <br />of sewage; in referring to the proposed sewage disposal ordinance, the <br />Health Department letter recommended all reference to a "Sanitary Engineer <br />employed by the Town" be deleted to leave the primary responsibility for <br />administration to the Health Department yet providing for more stringent <br />control of private sewage disposal, since discussions with.the San Francisco <br />Regional Dilater Quality Control Board indicate their probable unwillingness <br />for the Town to take over the administration of its own program for <br />individual sewage disposal systems. <br />The proposed sewage disposal ordinance was discussed point by point and <br />amended in accordance with suggestions of the Health Department and Council <br />discussion. <br />The Mayor instructed the Staff to contact the San Francisco Regional Water <br />Quality Control Board and the County Health Department in connection with <br />the preceding discussion and agenda the revised ordinance fox the November <br />twentieth meeting. <br />Scheduled Item No. 4. <br />PRSSENTATION FRONT HOMEOWNERS FOR RESPONSIBLi ACTION: REEL 2 <br />SIDE 1 <br />Mr. Thomas H. Marshall, 25560 Altamont Road, representing the Homeowners TRACK 1 <br />for Responsible Action, read a prepared statement dated November 6, 693 <br />1967, on file at the Town Hall, regarding the sewagedisposal situation <br />and requesting Council approval of a policy resolution that 'tile developer <br />shall be allowed to install in -tract improvements without prior legal <br />establishment of all external services pertinent to completion of the <br />subdivision". <br />Without objection, the Mayor directed the Staff to agenda this iteca <br />for the November 20th meeting. <br />DISCUSSION ON PROPOSED SEWAGE DISPOSAL ORDINANCE REOPENED.- <br />MOTION, <br />EOPENED: <br />MOTION, SECONDED AND CARRIED: Councilman Aiken moved, seconded by <br />Councilman Benson, and carried unanimously, that the first reading of <br />U the proposed sewage disposal ordinance be agendaed for the November 20th <br />meeting. <br />-3- <br />
