OLD BUSINESS: <br />1. Budget - 196671967. <br />1' Councilman Fowle introduced Mr. Fred Wickman, the new City <br />Treasurer and submitted a second draft of the interim Budget <br />for the fiscal year of 1966-1967. Councilman Fowls read each <br />item of the budget and announced he would entertain questions, <br />if any items were not clear. <br />The following expenditures were questioned: Chamber of <br />Commerce, Engineering, police Department, Auto Insurance and <br />Landscaping. <br />Councilman Fowls urged the Council and citizens to review this <br />Budget and any questionable items can be investigated and <br />discussed at the Council meetings of July 5t and 18m. Level <br />of police protection will be discussed as a separate item on <br />July 5u. A reduction in the interim budget was based on the. <br />Law Enforcement Committee's findings that 2590 of the coverage <br />was on the Foothill College Campus and on their recommendation <br />to negotiate for a more reasonable share of their cost in the <br />budget. Councilman Fowls suggested that the interim budget <br />be adopted and the tax rate established at the July 5m meeting <br />and on July 181 the final budget be submitted for approval. <br />Regarding landscaping, the. following statement prepared by <br />Councilman Aiken and at his request and without objection is <br />incorporated in the Minutes at this point: "This budget shows <br />us spending up to a11,000 - nearly 20% of our entire property <br />taxes - for tree planting and watering. We require all sub- <br />dividers to plant trees along the roads, and have many trees <br />in groups; I think it is essential to put the money toward <br />increased police protection. This amount, added to our police <br />outlay would up our protection by over two hours per day - a <br />very necessary increase. Councilman .Aiken also advocated <br />a citizens' voluntary tree planting program. <br />Ensuing discussion resulted in the following requests: <br />1) That the City Attorney, when reviewing the ordinances, <br />bear in mind that subdividers should be required to <br />have all landscaping "living" at the end of the two <br />year maintenance period and/or provide for basket type <br />planting or some anti -gopher provision. <br />2) That Mr. dm. B. Cutler, Business Manager, Foothill <br />College District, be invited to attend the July 5b <br />meeting regarding the Law Enforcement Committee Report. <br />3) That Mr. Fred Wickman, City Treasurer, investigate <br />the automobile insurance rates. <br />4) That Mr. Bill Sheppard, of the San Jose Mercury, <br />publicize the item "Level of Police Protection - Los <br />- Altos Hills", which will be agendaed for the City Council <br />meeting of July 5n. <br />-2- <br />
