SCHEDULED ITEMS: <br />Discussion of Private Roads. <br />As requested by the Mayor at the August 15th meeting, Councilman <br />Bowler submitted a written report dated August 18, 1966 re- <br />garding private roads. In Councilman Bowler's absence, <br />Councilman Fowle read the report, pointing out they were <br />opinions, with a statement of the problems rather than an <br />offering of any solution. <br />Mayor Henley conducted a point by point review of the report, <br />but only Section I was covered in the time allotted. Although <br />there was substantial agreement to this Section, Council <br />differed with the report on several points. Following discus- <br />sion on these differences, Council concurred that (a) the <br />standards for a safe and "good" private road is the most im- <br />portant factor and that the number of homes is secon(1ary; <br />therefore, it was Council opinion that five lots be allowed <br />under normal procedure and beyond that number, the conditional <br />exception be used; (b) a private road should be deducted from <br />the net ^creage, but that no particular type of ownership <br />should be required and that it is the burden of the subdivider <br />to proportion the deductions; and (c) that the requirement of <br />a maintenance agreement be included in the report. <br />( i City Clerk read letter dated tlugust 30, 1966 from the Los Altos <br />Hills Association supporting the continued use of private roads <br />and opposing any abolishment of the right of private roads in <br />this community. <br />Sincethere were no comments .from the Floor, the Mayor ordered <br />a continuance of the discussion to the September 19th meeting. <br />2. Utilities in Tract No. 3224• <br />City Clerk explained that Tract /`2842, Fremont Hills Unit Xb , <br />was approved prior to the Town requiring underground utilities <br />in subdivisions. A further resubdivision (Tract #/3924) of four <br />lots within this tract was vpproved following the enactment of <br />Ordinance #84, which ordinance requires underground utilities <br />in subdivisions; however, since this was a simple relocation of <br />lot lines with all improvements completed, a Check List was not <br />filled out at the time of the resubdivision. This matter is now <br />before the Council for clarification of the application of <br />Ordinance #84 with regard to the relocation of the existing <br />.,,head easements. <br />Mr. J. Kine, of Pacific Gas & Electric CO., was present and <br />stated the underground requirements on La Barranca and pefcr-ed <br />to the alternative for overhead distribution at the back lines <br />of the lots (as shown on Mr. Kine's map). <br />-2- <br />
