SCHEDULED ITEMS: <br />2. Utilities in Tract No. 3924. <br />i� Discussion was continued from Council Meeting of September 6i. <br />There was lengthy discussion pro and con regarding oral pr6posa15 <br />for underground utilities on La Barranca Way versus service at <br />the back lines of lots #1, 2, 3, and 4, submitted by Councilmen <br />Aiken and Davey (who inspected the property), and from Mr. J. gyne, <br />of Pacific Gas & Electric Co. Comments, as well as objections, <br />on these proposals were heard from Mr. S. T.farkoe, owner of <br />lot =2, and Mr. R. Cowden, owner of Lot #4. <br />It was determined from the discussion that letters of intent <br />from L. Price (owner of Lot #1) dated July 19k and from S. <br />Markoe, dated. July 18, 1966 to Pacific Gas & Electric Co. <br />exist as an interim measure until a right-of-way along the rear <br />of lots #1 and #2 could be effected. Discussion also brought <br />out that both Messrs. Markoe and Cowden desire underground <br />utilities and that Mr. Cowden was under a hardship for immediate <br />service. In view of the facts presented, Deputy Mayor Bowler <br />stated Council action was not required and suggested that <br />Messrs. Kyrie, Markoe and Cowden solve the problem with the <br />overlaying solution of undergrounding the wires. Deputy Mayor <br />also recognized the fact that this is a solution only to the <br />immediate problem and that the general problem remains to be <br />worked out. Councilman Davey concurred; however, Councilman <br />Aiken, as a matter of record, objected since it would only <br />1. ) solve the problem of two lots and leave the question of service <br />to the other lots undecided. He also requested the records note <br />the lack of detail in the previous Minutes regarding the re- <br />subdivision (Tract #3924) as to why the underground was not <br />specifically required on this land and his point in case for <br />calling for more detailed Minutes. <br />Disposition: No action taken by Council. <br />Upon Mr. Kyne's request for reconsideration of the Town's letter <br />to Pacific Gas S. Electric Co. dated--'.ugust 16, 1966, Deputy <br />Mayor Bowler instructed the City Clerk to advise Facific Gas <br />& Electric Co. by letter that a further ninety days will be <br />permitted in which to allow the above interested parties to <br />work out the distribution area. <br />3. Discussion of Swimming Pool Fencing. <br />Deputy Mayor Bowler stated that the results of numerous public <br />hearings and a full scale investigation by the Council indicated <br />there is $rong sentiment within the Town against fencing of <br />swimming pools, however, there is a need for a vehicle to <br />make residents aware of the hazards of a pool. He therefore <br />proposed a safety ordinance, which would put the residents on <br />notice as to these hazards and that the pool area be defined, <br />by plantings, paths, etc. <br />The City Attorney was instructed to draft an ordinance based on <br />the safety approach rather than the fencing approach. <br />-2- <br />
